Despite the current Government resolution, a zero rate of VAT on the import of breeding production and pedigree animals to Russia is not applied, this was announced to The DairyNews by a number of companies, that recently carried out the supply of cattle. Moreover, instead of 0% or even 10% companies have to pay VAT at the rate of 18%.
On October 20 the government of the Russian Federation approved the list of pedigree products exempted from VAT. It is noted in the document that "this regulation applies to legal relations arising since October 1, 2016".
In connection with the decision agricultural producers have postponed the purchase of pedigree products at the end of October. However, the enterprises which have imported pedigree cattle, informed that a zero rate turned into 18%.
The argument for the tax: the Ministry of agriculture has not issued an order on the import of pedigree products. The document is new, therefore, it requires interagency coordination and approval by the Ministry of Justice of the Russian Federation.
Vasily Shapochkin, General Director of "Agroplemsojuz" commented: "If a zero rate of VAT entered into force in November, it would be fine."
