Alexey Lysyakov: I would like the whey for breast milk substitute to be produced in Russia
On April 8, it became known that the Government signed a decree on the removal of whey powder for breast milk substitute with a demineralization level of 90% from the list under the embargo. The decree is valid until December 31, 2020.
- The only Russian manufacturer of full - cycle baby food, and, as a result, the only consumer of D90 whey is our company – the factory “Infaprim”. A small amount is accounted for by the recently launched production site of “Farmalact” - but it is still small. It has been a multistep procedure discussion: in November 2019, a meeting was held with Deputy Prime Minister with the participation of dairy producers, representatives of FAS, the Ministry of industry and trade, the Ministry of agriculture, where it was considered appropriate to allow the import of D90 whey in the absence of production in the required quantities within the country. Unfortunately, by the end of the year, we will only import whey at 50 million rubles. The problems with logistics are affecting, in addition, it is necessary to conclude new contracts, - said Alexey Lysyakov.
The expert noted that he is grateful to the Ministry of agriculture for access to this raw material. The manufacturer now hopes that the permission to import D90 whey will be extended for the next year.
- I would like this product to be produced in Russia. Currently, the dairy plant “Agrocomplex named after N. Tkachev" is carrying out trial production. We are working with them and I am sure that sooner or later they will finalize the recipe. But they also need to be understood - why would they do this for the sake of one consumer? After all, for the production of such a product, you need to buy equipment, implement technology, they will do it, but we need a serious demand - at least 2-3 plants, - said the head of the plant that produces a strategically important product.
Alexey Lysyakov reminded that there is a decree of the Government of the Russian Federation No. 1413, which provides companies with preferential loans for the construction of factories and modernization of enterprises for the production of breast milk substitute and ingredients for infant formula for baby food. In addition, it is possible to compensate for capex. Current regulations require that the amount of Russian raw materials at enterprises that receive state support should be at least 70%. And in Russia, D90 whey is not produced. According to “Infaprim”, in the formula of breast milk substitute it occupies 40-45%, meaning that in its absence it is impossible to reach the content of Russian raw materials up to 70%.
- It turns out a vicious circle: we can't get state support to expand production, and the production of raw materials will not appear in Russia until we have demand – until there are more factories. We can only hope that the Government of the Russian Federation will meet with Russian producers who find themselves in such a difficult situation, and change the conditions for the percentage of Russian raw materials adjusted for the lack of necessary raw materials in Russia, - concluded Alexey Lysyakov.
