Black hole of information systems

Over the market of food products there is a shadow of the next project of the authorities on "traceability" in the market. Following the meeting of the Government held on October 31, the authorities were instructed to work out the issue and ensure the compatibility of information systems in the field of food quality controlled by the Ministry of industry and trade, the Rosselkhoznadzor and the Rospotrebnadzor.

In particular, the Ministry of communications and mass media, the Ministry of agriculture, the Ministry of industry and trade of the Russian Federation, the Rospotrebnadzor and the Rosselkhoznadzor together with the concerned Federal Executive authorities were instructed to work out the issue of unification and compatibility of state information systems administered by the Ministry of industry and trade, the Rospotrebnadzor and the Rosselkhoznadzor, the Government, the document says.

The results should be reported to the Government until January 24, 2019 with the draft of the relevant action plan.

WHO NEEDS IT AND WHY

In the comments of RBC, the curator of agriculture in the Government, Deputy Head of the Cabinet of Ministers Alexey Gordeev stressed that "the unification of all existing specialized departmental platforms into a single state information system will, on the one hand, radically improve the efficiency of state control of products, on the other — will provide additional conditions for the development of fair competition and support of honest entrepreneurs. The main task of the system is "to control the quality and ensure full traceability of production, circulation and sale of products" so that information about the goods is available "for all market participants — from manufacturers and logisticians to retailers and buyers".

According to Gordeev, the unified system will protect the buyer, as well as give Russia the opportunity to become one of the leading countries including abroad in the production of organic food products which are in demand.

- Existing information systems of control and supervisory bodies solve the problem of traceability in their segments, but due to inconsistency and lack of a common data format they cannot be integrated into each other. Therefore, today we see several state information systems working in their field, which have gray areas, which does not allow building a comprehensive chain of goods flow. Such "inconsistency", among other things, becomes one of the reasons for the impossibility of a complete solution to the issue of falsification". "Product Unified state automated information system" will allow you to trace quickly the source of unsafe or inappropriate products and prevent damage to consumers at any stage of treatment, - said Maxim Protasov, Head of Roskachestvo.

It is expected that the joint system will have worked by April 2019, but in contrast there are a lot of skeptical arguments.

REMEMBER "MERCURY"

In the Ministry of agriculture there are proposals according to which the basis for a unified information system in the field of production of agricultural and food products should be VetIS (Veterinary Information System), a component of which is the notorious "Mercury", which has become a stumbling block in the relationship between the Rosselkhoznadzor and a number of dairy enterprises.

A year ago, we wrote that in 2017 Federal state budgetary institution "Federal center for animal health", which is the sole creator and as a budgetary institution of the Rosselkhoznadzor, the operator of the federal state information system "Mercury", spent 218 million rubles (more than $3.4 million) for this program. In 2018-2019 it was planned to spend another 63 million rubles for the purposes of the Rosselkhoznadzor information systems.

Then in Department these figures (taken from the document on the Federal budget of the Russian Federation) were disproved in words, however, the official comment wasn't provided.

The Rosselkhoznadzor started working on "Mercury" in 2005, officially, the development of the system began in 2009 and with all the delays and postponements of accession, the system was launched in July 2018 after 9 years. Is it possible to launch a unified system under the conditions of formation of absolutely different structures by April 2019? It is doubtful.

In addition, manufacturers of finished products are concerned about the issue of time and technical equipment.

There was spent a significant amount of money from both small and medium-sized, large enterprises to get ready for the "Mercury", which succeeded only partially for dairy farmers (in terms of raw milk). Many of those who had time to test the system by July were disappointed with its cancellation for dairy products. However, what does the future hold?

The Head of the Ministry of agriculture Dmitry Patrushev earlier said that dairy products should be included in the traceability system and perhaps it’s worth returning to the issue of the spread of electronic veterinary certification.

Currently, obligatory EVC is prescribed by law since July 2019. The President's order about this was signed at the end of summer this year. Meanwhile, parallel pilot projects are held at dairy plants in terms of marking by the Center for the development of advanced technologies.

It is assumed that the system of the Center for the development of advanced technologies and VetIS can be integrated, but not everything is so clear. Reports on possibilities of their unification and joint work are promised to appear in the near future.
