Background
In July this year, Irina Yarovaya took the initiative to ban returning unsold goods to suppliers by retailers. After that, trading networks said that this could lead to a shortage of goods due to the complexity of sales planning.

However, later the Government approved amendments to the second reading of the bill banning the return of products from retail chains to suppliers, said the first Deputy Head of the Duma faction "United Russia" Andrey Isaev. The amendments soften the original wording introduced by a group of deputies headed by the Deputy Chairman of the Parliament Irina Yarova: it is forbidden to return only perishable products.
The meeting will be held on October 25, the State Duma Committee on agrarian issues appealed to the lower house with the recommendation to adopt the bill with amendments.
Is it really a problem?
According to the initiative group of the draft law, the existing practice causes "significant damage" to producers. In particular, "according to the most conservative estimates", the annual losses of bakeries are estimated at billions of rubles, writes TASS.
- What is the harm and danger of the return of unsold products? - It is a direct economic damage to the manufacturer, it is a direct economic loss, it is a violation of all the requirements sanitary-epidemiological and hygienic, when the manufacturer is tempted to use expired goods in processing. This is always a violation of the interests of the buyer, because any loss of the manufacturer is a decrease in quality in the future, because losses cause changes in production, reduction in assortment, increase in prices, – said Deputy Chairman of the State Duma Yarovaya.
Behind the obvious "advantages" of such a scenario, there are reasonable fears. Discussions about the feasibility of the introduction of a ban on returns are fueled by the view that such a measure can lead to a shortage of products on the shelves.
In August this was spoken about by Deputy Prime Minister Dmitry Kozak. Then he noted that the Ministry of industry and agriculture are engaged in the preparation of amendments to the second reading of the bill, and promised that a balanced solution will be found.
According to the Head of the Association of retail companies (ACORT) Sergey Belyakov, there are Deputy amendments that are a balance of interests of both parties.
Supporters of the opposite point of view argue that there is no need to beware of the crisis of production or the deficit on the shelves. The throne is never vacant - if the trading networks will reduce the sale of perishable products, small and medium-sized businesses will be engaged in this.
While discussions exist mainly at the level of the subjunctive mood, the question arises – who needs it? We have just to monitor the situation and milk on shelf.
