CATD told about the preparation of HoReCa and state institutions for labeling dairy products

In the first introductory lecture on this topic, he clarified that this date implies the transition to electronic commodity turnover and volume-article accounting, namely, the acceptance and withdrawal of dairy products fr om circulation through the universal transfer document (UTD).

As the speaker explained, the UTD is a universal transfer document, which contains the name and quantity of the goods, but does not specify the labeling codes. The UTD in electronic form looks like an accompanying note plus an invoice, and is intended to replace paper media.

The head presented a "cheat sheet" with the necessary steps for the participants of the turnover. Firstly, it is the registration of a legal entity on the website of the "Honest mark", and secondly, the connection to the electronic document management system.

‘If you have several legal entities, then all of them need to be registered, since the transfer of dairy products and confirmation of acceptance are operations carried out between certain legal entities,’ the expert stressed. ‘If you are the final link, then you take the goods out of circulation.

The speaker also named two options for connecting to the electronic document management system - paid and gratuitous.

‘You can do this for a fee by contacting technical specialists in your region who will set up an electronic document management system,’ the speaker said. ‘Or you can use the electronic document management program, which is provided by the "Honest mark" absolutely free of charge, so that you can safely work in the labeling system - accept and withdraw dairy products from circulation.

The head drew the attention of the webinar listeners to the fact that the labeling codes applied to dairy products do not need to be scanned. However, he advised interested persons to download the application "Honest mark: Business" on their smartphone, which allows you to scan codes, as well as read all the necessary information about dairy products.

‘The difference in the applications "Honest mark" and "Honest mark. Business" is that the latter allows you to avoid the cost of buying a scanner,’ the speaker said. ‘As a scanner, you can use a smartphone for the subsequent withdrawal of products from circulation.’

For all technical issues, he, as usual, advised to contact the CATD Support Service, wh ere there is training information for state institutions and HoReCa. In the near future, according to the expert, "Honest mark" will organize a support line.

‘Right now, institutions need to set up a computer to work with an electronic signature and register in the Honest Sign system,’ the head advised. ‘If you work with other products subject to labeling, then it is also necessary to register in the system again, since the withdrawal from circulation, for example, of pharmaceutical products and dairy products are two different systems, two different personal accounts. 

When asked what to do if an institution (a kindergarten, a school or a hospital) outsources and enters into an agreement with a catering company whose co-workers prepare food, Kamil Sagidov noted that in this case, the institution does not need to register in the system.

‘The institution does not need to register when working with catering, even if they cook food in your kitchen, since all this takes place within the framework of the contract. That is, the issue of withdrawal from circulation in this case is the task of the party that accepts dairy products (the catering).’

Mandatory participation begins on September 1, 2022, and since January 2022 it is possible to participate voluntarily. Nevertheless, it is better to get an enhanced qualified electronic signature, set up a personal account and do other preparatory procedures now in order to have time to work out all the issues that arise during the work, the head of the group advised the turnover participants.
