Dairy crisis: will quotas help?

The issue of dairy relations between Russia and Belarus is particularly acute in the light of the crisis in the Russian market. Domestic farmers and milk producers are skeptical. They are convinced that the current policy regarding the importation of products into the country should be revised, but only few believe in the effectiveness of government intervention, writes The DairyNews.
The position "if there is a quota, the work will go" acquires more and more supporters. The unambiguous nature of this approach is questionable. The head of the production of LLC “Moloko Zauralya” Larisa Kuznetsova believes that the quota system of supply will increase the flow of illegal imports:
- It would be nice to introduce quotas, but then there is a risk that the raw materials will be imported through Kazakhstan, there are other workarounds and Belarusian milk will anyway get to our market. The problem can only be solved by limiting this continuous flow. The Russian producers are categorically against the supply of Belarusian milk, because they have problems on this ground. Domestic enterprises are able to fill the dairy market with a sufficient volume of products, – said Larisa Kuznetsova.
Igor Stolyarov, the Director of the enterprise "Magnitogorskiy dairy plant", a branch of JSC "Chelyabinskiy city dairy plant" expressed his opinion on the need for reform of the cooperation scheme with Belarusian suppliers of milk. He noted that the purchase of Belarusian raw materials increases pressure on farms.
– We are forced to buy cheap milk from Belarus, while destroying domestic farms. It is wrong: import from Belarus has to be reduced, it is necessary to bet on the domestic producer, – Stolyarov commented.
Quotas and restrictions on the import of milk from the Union Republic will not lead to guaranteed improvement of the situation. This opinion was expressed to The DairyNews by Boris Degtyarev, Director of "Fabrika Favorit".
- The economic conditions in which the producers of both countries exist are not the same. But the task of the government is to organize work within the industry properly. It is necessary to develop own production, instead of limiting import, – declared Boris Degtyarev.
Earlier, the Dairy Union of Russia spoke about the initiatives of the Ministry of agriculture of the Russian Federation in the regulation of the domestic dairy market.
