Dmitry Patrushev was born on October 13, 1977 in Leningrad. In 1999 he graduated from the State University of management with a degree in Management. In 2002-2004 he studied at the Diplomatic Academy of the Russian Ministry foreign affairs in the specialty "World economy", he is a doctor of Economic Sciences.
From 1999 to 2002 he worked in the Ministry of transport of the Russian Federation.

In 2004 he was employed by the Bank for foreign trade (JSC “Vneshtorgbank”, since March 1, 2007-JSC “VTB Bank”). Since 2007 he held the position of senior Vice-President of the Bank.

Since May 24, 2010 Dmitry Patrushev was a member of the Supervisory Board of JSC "Rosselkhozbank". On May 26, 2010 he was appointed Chairman of the Board of JSC"Rosselkhozbank".

Since 2016 he has been a member of the Board of Directors of PJSC “Gazprom” and was awarded the Order of Honor.

According to the portal "Analysis of banks", the value of the net assets of the "Rosselkhozbank" amounted to 3291,81 billion rubles. For the year, analysts note the increase in assets by 15.74% against the background of the fall of their profitability from 0.13% to 0.11%. Experts from Moody, Fitch and ACRA note the speculative level of short-term creditworthiness and the relatively small vulnerability of long-term international lending with an overall positive outlook (data as of April 15, 2018). The total level of loans is quite high and the possible non-repayment will be compensated by the amount of the security.

Analysis of financial activities and statistical data of the credit institution Joint-Stock company "Russian Agricultural Bank" for the last year indicate the absence of negative trends that can affect the financial stability of the Bank in the future.

Since the start of the program of preferential lending, the Rossekhozbank has provided loans to agricultural enterprises in the amount of 271.5 billion rubles at a rate of not more than 5% per annum. In January-April 2018, domestic farmers received loans in the amount of 60.9 billion rubles. The expert notes that Patrushev has established effective cooperation with business and industry unions. "I am sure that together with Alexey Gordeev in the rank of Deputy Prime Minister for agriculture, they will create a good strong tandem: Gordeev as the founder of a successful state program, with experience in leading the region, and Patrushev as a successful young manager, who has proven his ability to lead the agricultural bank»

Whoever the new Minister is, he is a man of the system, such point of view was expressed in an interview with The DairyNews by a market participant who wished to remain anonymous. "I do not think that the role of a particular Minister can somehow affect the overall policy: the structure is very centralized and authoritarian. This is not a binding to the figure: whoever the new Minister is, he is a man of the system and I do not predict global changes. Dmitry Patrushev will act within the general line"

Director of the Russian Dairy Research Center Mikhail Mishchenko believes – it is not a very good idea for the Ministry of agriculture to change the leaders very often. According to the expert, in this situation, it is necessary to remember that the management of the authority is different from the management of a private company because it cannot be inherited.

The Head of the Executive Committee of the National Meat Association Sergey Yushin hopes that the candidate for the post of Minister of agriculture Dmitry Patrushev will be able to continue the initiatives that were laid by the former Head of the Ministry of agriculture Alexey Gordeev.

- During recent years Dmitry Patrushev headed the Rosselkhozbank, which is one of the main creditors of the Russian agricultural sector, so he is deeply and thoroughly informed about the state of specific industries, specific companies, which we could call the backbone, as well as small and medium-sized enterprises. He took an active part in the key meetings of agribusiness at the highest level, so he is familiar to many investors, – said Yushin.
