Dmitry Patrushev: finished dairy products will probably be excluded from EVC

As reported, since July 1, 2018 there will be introduced electronic veterinary certification of livestock products in the Russian Federation. It is envisaged by amendments to the law "On veterinary medicine", which was signed by the President of the Russian Federation on July 14, 2015. Until January 1, 2018, there was a transition period during which it was possible to certify products both on paper and in electronic form. Since January 1, 2018, it was planned to make an obligatory transition to full electronic certification, including finished products. However, representatives of the processing industry, especially of the dairy industry, were against it. The deadline for the introduction of electronic veterinary certification was postponed to July 1, 2018.

As it was earlier stated to "Interfax" by Deputy Prime Minister Alexey Gordeev, products, for which paper certificates are currently issued will switch to the electronic certification system since 1 July.

The Ministry of agriculture has prepared a draft order, which amended the list of controlled products, which must be accompanied by veterinary certificates. The document also identifies products that will not be included in this system – they are, first of all, finished dairy products in consumer packaging.

In addition, it is proposed to withdraw the so-called composite products from the veterinary certification system.

In particular, these are processed products containing less than 50% of animal products, under the condition that such products have been thermally processed in their entirety until the natural properties of the raw product have been completely changed, these are also products containing less than 50% (by weight) of pasteurized whole milk, skimmed milk, other milk raw materials and other animal products not containing other products, as well as products containing less than 50% of fish or crustaceans, mollusks or other aquatic invertebrates dried, salted, in brine and smoked.

It is expected that the order will enter into force on 1 July this year.
