"EkoNiva-APK" will build two dairy complexes for 3550 cows each in the North-West of Orenburg region
The theme of the meeting was the development of dairy farming in the North-West. In particular, there was discussed the question of interaction of the territories with LLC "Severnaya Niva". The largest livestock farm in the region is part of the agricultural holding "EkoNiva-APK" and since 2002 it has been working in Severnoe district, where today it is implementing two large-scale projects to create a fattening complex of meat direction for 20 thousand heads of cattle breeding stock and the construction of a dairy complex for 2800 milking cows in the village of Kurskaya Vasilevka of Severnoe district. The first stage of the dairy complex has already been launched, 3000 heifers of Holstein breed have been delivered. And the total number of cattle for meat and dairy projects exceeds 6000 heads today.
The enterprises of agricultural holding work in Voronezh, Kursk, Novosibirsk, Kaluga, Ryazan, Moscow, Tyumen, Orenburg regions, the Republics of Tatarstan and Bashkortostan, Altai region. Natural and climatic conditions, agricultural and labor resources of the North-West of Orenburg Region are attractive for the agricultural investor because they allow increasing the number of dairy herds and, accordingly, the production of milk. The plan of the agricultural holding "EkoNiva-APK" is to create at least four dairy complexes in addition to the already working.
But for the formation of the forage base, that is, for growing forages, land is needed at the rate of 8 - 12 thousand hectares per complex. In the presence of sufficient areas of non-cultivated or inefficiently used agricultural land, the land issue in the territories has not been resolved yet.
- We considered the options offered to us, but for a number of reasons not all of them are suitable for us. To work effectively we need consolidated land plots of sufficient space. We are often offered separate land plots, forested areas where young trees grow, or plots whose owners demand an excessively high rent for them", said Peter Dubyansky, Executive Director of LLC “Severnaya Niva”.
During the meeting, the heads of municipalities told about the land plots offered to the investor and about the problems preventing solving the issue with the provision of the required areas.
Acting Governor of Orenburg region, addressing the heads of municipalities, demanded a more responsible approach to business.
- "Severnaya Niva" can serve as an example. In recent years, Orenburg region annually loses 20% of livestock on average. And the projects of "Severnaya Niva" have brought Severnoe district to the leaders of the livestock industry of the region. The farm has more than 300 employees; the average salary is 37 thousand rubles. These are not only jobs, but also stable tax payments to the budget. The farm is ready to develop, and it has only two ways: to increase presence here, in Orenburg region, or to go to the neighboring regions with similar conditions of agricultural production. We also have only two ways - to note the decrease in the number of cattle or to do everything to make your territories attractive to investors who are ready to invest more than 10 billion rubles in the construction of four modern dairy complexes. Holding "EkoNiva-APK" is ready to invest in new projects in Orenburg region, and our task is to create all conditions for this, - said Denis Pasler.
The head of the region instructed the heads of municipalities to draw up schedules of activities aimed at resolving the land issue for future investment projects of “EkoNiva” within a week.
The head of the agricultural holding Stefan Duerr thanked Denis Pasler for a constructive business approach to the solution of the land issue and the support provided to “Severnaya Niva” in the framework of the regional program of development of dairy farming, noting that the agricultural holding claims only those lands that are not cultivated, or those where agricultural production is on the decline.
- We have no purpose to expel someone from the land or to interfere with effective farms. We expect a positive solution to our issue not at the expense of the agricultural producers of the region, - said Stefan Duerr.
The head of the agricultural holding also said that "EkoNiva-APK" represented by "Severnaya Niva" in case of solving the land issue is ready to begin construction of two dairy complexes for 3550 cows each in Severnoe and Buguruslan districts of the region after the end of the field season this year.
Acting Governor Denis Pasler appealed to Stefan Duerr, proposing to implement a similar project in Kurmanaevka district, located at a greater distance from the main enterprise, but having the same agricultural advantages and ready to work with the investor. Stefan Duerr promised to consider this proposal.
After the meeting, there was organized a study visit to the dairy complex of "Severnaya Niva" in the village of Kurskaya Vasilevka for the participants.
