On the first day of the exhibition "Dairy and meat industry – 2017" the Russian dairy research center presented the Index of the RDRC, designed to answer the key question of the Russian market "What is a fair price for milk?"
According to the developers, the purpose of the Index of the RDRC for the price of milk is to remove the insinuations and different points of view regarding the price of raw milk.
"The Ministry of Agriculture of the Russian Federation gives a price that does not correspond to the real situation. On the other hand, market participants are constantly arguing about the price: one thinks it to be too high and the other that it is too low. In addition, some market participants provide false information," - commented the Director of the RDRC Mikhail Mishchenko.
Forming the Index of the RDRC, analysts focused on the problem of creating a single basic index, which could use all market participants.
"The Index of the RDRC is formed on the basis of the milk prices in key regions-donors and regions-recipients. According to estimates of the Russian Dairy Research Center, the share of imports in terms of raw milk is about 25%. The key factor here is the Republic of Belarus, which accounts for 90% of imports. In addition, for the calculation of the Index of the RDRC, we use the indicator of the GDT, and also dynamics of production volume and import of milk," - said in comments to The DairyNews Mikhail Mishchenko, noting that the Index of the RDRC represents the price of raw milk provided by basic content of fat and protein (3.6% and 3.0%, respectively), without VAT.
According to the Ministry of Agriculture, the average price of raw milk in January 2017 made 25.44 rubles/kg, which is 6.5% more than in the previous month and 16% to the level of January 2016. The Index of the RDRC shows that the average price of raw milk in January reached 27.15 rubles/kg without VAT.
According to Petr Bocharov, Deputy General Director of LLC "TH-RUS Milk Food", the current price of milk is good enough. However, as acknowledged by many participants of the market, good price does not exclude the fact that Russia still lacks raw milk of high quality.
"The price of milk is very good. Even if in summer it will fall by 3-5 rubles it will remain high. Everyone who is crying about the low price, let them learn to feed the cows and run the farm. Of course, I'll look at the Index of the RDRC, I am interested in the opinion of the RDRC and their method of calculation. I do not really trust the data of Rosstat regarding the price of milk, number of cows, amount of milk and grain," said Petr Bocharov.
Other experts note that it is not possible to eliminate completely the statistics of Rosstat, and it is necessary to take to account the fact that the statistics is prepared by the state service.
"The Index of the RDRC is a very good idea. When the opportunity arises, I certainly will study it. As for the statistics of Rosstat, I can't say that it is wrong, but as it is a national institution, their information has a political connotation. It is important to consider it when formulating business strategy," commented Rauf Hilva, an analyst of the Dairy Union of Russia (RSPMO).
Note that the issue of "fair" prices is relevant in the light of interventions on the dairy market planned by the government during the last two years. To determine the necessity to start up this mechanism it is necessary to understand whether market participants get a fair price for milk and whether state intervention is needed. In any case, in the light of the growing costs of producers and processors of milk, and repeatedly projected rise in prices for finished products at the beginning of this year the issue of objective and accurate determination of the prices of raw milk remains a key topic of the season 2017.
