Family farms: the money is not enough for everybody, but the conditions are available

In Kaluga region applicants for grants for programs to support family farms and beginning farmers are limited by the need to do private investments in the amount of not less than 40% of the grant amount. On the other hand, this circumstance allows getting a larger grant: the more applicants, the less the amount of provided subsidies.
"We have 39 applicants for grants to beginning farmers and 10 applicants for grants to family livestock farms, which suggests that there is a demand for grants," - says in the comments to The DairyNews Sergey Lesin, the chief specialist of Department of development of small forms of management of the Ministry of agriculture of Kaluga region.

"There could be more applicants for grants to family farms, but the fact is the candidate for such a grant must have its own funds in the amount of not less than 40 percent of the grant amount," - said the expert.

The maximum amount of the grant on development of a family livestock farm can reach up to 21.6 million rubles, and this means that in order to obtain such a grant, the farmer must have more than 8 million rubles, which for some farmers is too much. "I decided not to participate in the competition for grants, I do not want to get into loans," - explains his position, Mikhail Chernov, owner of a farm holding in the village Nedelnoye.

For those wishing to keep pace with technological advances the amount provided by the authorities is often insufficient. We will remind that in Kaluga region there is being implemented a program "100 robotic farms". In the spring of this year it was reported that the program was extended till 2019. Over the three years of implementation, the program participants were paid 165.8 million rubles for the expense of the regional budget; more than 253.3 million rubles is from extra-budgetary funds. There were commissioned 114 robotic installations of various modifications on 30 farms. Funding for the program in 2017-2019 will amount to 556.7 million rubles, including at the expense of the regional budget 246,87 million rubles and at the expense of attracted funds 309.9 million rubles.

"Most farmers seek to acquire and install robotic equipment. Today, when the robot costs 30 million rubles, and in addition to its purchase it is necessary to build or upgrade the farm itself, the list of costs is very significant. Business plan which is made by the applicants for the grant usually means 55-60 million of cost, while the grant is in most cases not more than 10 million. Everyone wants a grant, but as the amount is insufficient to cover even half of the cost there are less applicants than there can be," notes acting head of the farm holding of Nadezhda Doronina. "Another important factor is that the more demand for grants, the less money gets each of the candidates" - the expert explains.

Nevertheless, both farmers and local authorities say that there is no problem with demand for grants as it is. Of course, all note that the amount allocated by the Government to support small farms, could be more. However, most farmers agree that in Kaluga region there are all conditions for creation and development of small forms of management. "By reviews, due to communication with colleagues, I have not heard that somewhere else there was a more comfortable environment for development of agriculture than in Kaluga region. Overall, all local authorities help, support and have very loyal attitude," says one of the farmers of the region.

The region there are actively developing large farms: “Kaluzhskaya Niva” (included into group of companies "EkoNiva"), "Miratorg". We will remind that in July it became known that the Vietnamese investor TH Group began construction of a dairy complex for 6 thousand heads in Kaluga region. It is planned to complete the construction in 2018.

Meanwhile, in July there was opened the 31st robotic farm in the region. It is Parshikov’s farm holding.
