The idea of imposing a tax on the so called harmful products is discussed in Russia. The consumer’s favorite potato chips and carbonated beverages are referred to them, as well as the popular among producers palm oil.
In early February State Duma Deputy Oleg Mikheyev proposed a draft law aimed at imposing an excise tax on potato chips and sweet carbonated beverages. The tax for chips may reach 12 rubles per 100 grams in 2016 and 13 rubles – in 2017; for carbonated beverages – 15 rubles per liter in 2016 and 16 rubles – in 2017.
Response to the idea to tax harmful products is different – some completely approve it, others – strongly criticize. Authors of the draft law want to limit consumption of the so called harmful products and consequently to struggle with diabetes and overweight. According to Professor Victor Tutelyan, Director of the Institute of Nutrition, around 60% of women and 50% of men over 30 in Russia have excessive weight, 26% of people are obese.
