The Russian food embargo was prolonged for a year in 2015.
But in the context of European farmers protests information about possible easing or even lifting of the ban is published by media sources with increasing frequency. As it has been known to The DairyNews, a number of European cheese producers got a request from big Russian importers for a commercial proposal. It happens on the wave of announcements about the necessity of food embargo lifting or weakening.
Amid accelerated drop of prices for food in the world (including dairy products), farmers protests in EU have also frequented. In August 2015 a 25% decrease of price for raw milk was fixed in Great Britain (annual change). At the end of 2015 farmers under the guidance of European Milk Board launched a campaign “Milk for Junker” (to the address of the president of the European Commission Claude Junker) with a requirement to discharge Phil Hogan, EU Commissioner for Agriculture. The latter is still holding his position and believes that Russian restrictions increase demand for expansion of EU export markets. In order to develop exports from EU, programmes of sales promotion were financed in an amount of 30 million euro, according to Phil Hogan. A new system of sales promotion was also launched - its budget will be increased starting from 2019 to 200 million euro.
Russian government is ready to lift the food embargo in case Europe also lifts sanctions. The situation reminds cock and bull story – problem decision goes round in circles. Meanwhile Russia doesn’t consider active investments into the dairy sector in the context of food embargo. It is caused to a large extent by devaluation of the rouble impact. According to market participants, those enterprises which were ready for the food embargo from the very beginning (which have finished or continued modernization process) benefit up to now. The majority of milk producers – even those, who finished big investment projects within the last year, admit, that they do not plan solid investment projects in the nearest 1-2 years.
