Igor Eliseenko: Novosibirsk region needs to attract investors to the processing of milk
Currently, the territory of Novosibirsk region (and Altai region) has the status of "safe until the OIE recognizes it without FMD vaccination". At the same time, 52 subjects of the Russian Federation entered the zone recognized by the OIE that is safe for FMD without vaccination, and have a higher status of epizootic safety. This imposes restrictions on the movement of controlled goods, including raw milk, to this zone, reported the Chairman magazine yesterday. The article emphasized that the strengthening of measures to combat foot-and-mouth disease has further complicated the situation with the sale of raw materials.
So far, farms in the region are prohibited fr om exporting milk (if it is not pasteurized) to more prosperous regions, in particular to Kemerovo and Tomsk regions.
‘The situation with the lack of processing capacity has become more complicated in the region after the arrival of multinational companies. For example, in Novosibirsk there were 3 large factories, 1 was closed as unnecessary. Later, one plant was bought by Wimm-Bill-Dann, which became part of Pepsico, and then Danone closed its plant in Novosibirsk. French company Danone explained its decision by the need to optimize capacity and by transferring all suppliers in Kemerovo to the updated site. However, the company purchased 180-200 tons of milk per day for several years and then stopped. The Pepsico dairy plant in the region has a capacity of 600 tons of milk processing per day, now the company produces only 65 tons of finished products per day. Novosibirsk region is now dependent on multinational companies,’ said Igor Eliseenko.
Irmen, the largest agricultural producer that processes its own milk, remains in the region - the processing capacity of their plant is about 100-120 tons per day, the expert noted. This company supplies Novosibirsk with high-quality drinking milk, keeps the brand and the market.
‘At the same time, Wimm-Bill-Dann even carries milk in a bottle from Omsk. I believe that the region should attract investors. The situation is still reversed. Taxpayers leave the region; the authorities do not react in any way. Wimm-Bill-Dann branch of Sibirskoe moloko reduces the volume of milk purchases, does not invest in this direction, laying instead production facilities for the production of chips. Moreover, in March, Sibirskoe moloko launched juice production at a cost of $2.8 million. As a branch, the company pays taxes to Moscow, not to the region,’ said Igor Eliseenko.
According to the Dairy Intelligence Agency (DIA), milk production in Novosibirsk region in 2019 amounted to more than 623 thousand tons. The volume of processing in the same period is 325.5 thousand tons.
‘The region needs to develop its own processing, and if there are projects - to cling to them, provide benefits, help with treatment facilities. Novosibirsk region has great prospects - make a program to support investment in milk processing, processors will come, they will bring milk producers, the village will develop,’ concluded Igor Eliseenko.
