Implementation of the State Agricultural Development Program was failed
The majority of the State Agricultural Development Program 2008-2012 tasks was not implemented. This is the conclusion members of the expert commission attached to the Ag Ministry made after a detailed analysis of the current agricultural sector rates.
Total agricultural production dropped in 2012 4.7% instead of planned 4.1% growth. Production of livestock products grew 3.3% instead of expected 5.1%.
Gross milk output in all agricultural enterprises starting from 2006 grew only by 2% (578 thousand tons) to 31.9 mln tons, while the program forecasted 17.8% growth to 37 mln tons. Experts believe program implementation failure was determined not only by the drought, but also by investment reduction, unstable cost situation, low salary level in the sector.
