Imported goods in the Russian Federation are now declared by identification codes, by group and transport packages, and by ACC

The speaker described the import labeling scheme to make it easier for circulation participants to navigate and avoid mistakes when processing documents.

‘The goods are described on the territory of the Russian Federation, labeling codes are ordered, which are then transferred to production for application on the goods, after which the goods pass customs procedures,’ the expert said. ‘And after the release of the goods by the customs authorities, the participant submits a document on putting the goods into circulation to the labeling system. Please note that when submitting a document on putting the goods into circulation, a veterinary accompanying document is indicated if the goods are subject to control.’ 

The business analyst stressed that when declaring goods, participants in the circulation of goods need to know about the changes in the decision of the Customs Union Commission No. 257 of May 20, 2010. The changes came into force on April 25, 2021, and they are associated with column 31.13, where you can also specify an aggregated customs code – ACC.

‘Now goods are declared by identification codes, that is, by units of goods, by group packages, by transport packages and by an aggregated customs code, - the speaker said. At the same time, the ACC code is formed in accordance with the rules of customs clearance, that is, one identification code for group, transport packaging or ACC must be specified in the declaration for only one product. It is not allowed to duplicate the same code number for different products in the declaration. It is very important.’

According to the business analyst, identification means with a labeling code are applied before placing the goods under the customs procedure and before submitting a declaration for goods to the customs authorities. It is necessary to apply a means of identification to the goods before placing the goods under customs procedures.

According to the expert, the ACC is designed for the convenience of passing customs procedures by the declarant if the circulation participant does not have the opportunity to specify all the registration codes for one product. Then it can be formed by the ACC, get its number in the labeling system, which will be indicated in the product declaration for one product.

‘The ACC is a virtual code that is not physically printed or applied to products, but is indicated only in the declaration of goods,’ the expert specified. ‘The ACC is not mandatory for use if the importer passes registration using an Individual group packaging code or an Individual transport package code. The ACC - an aggregated customs code with a unique sequence of characters, in fact, is an analogue of the Individual transport package code. The ACC is formed by the operator and consists of a continuous sequence of 25 characters, including two groups of data: the TIN of the participants, the date of formation of the ACC and a unique sequence of the ACC number. Thus, the ACC ensures the uniqueness of products for all product groups. To form an ACC, you must be a participant in the circulation of goods and be registered in the State information system for monitoring goods.

The speaker described in detail the stages of filling in column 31.13 DT.

First, when filling in the column of the customs declaration for the goods, the number of Identification code / Individual transport package code / Individual group packaging code /ACC is indicated, while the components of Identification code / Individual transport package code / Individual group packaging code /ACC are not specified in the DT.

Secondly, if an Identification code is aggregated into an Individual transport package code, an Individual group packaging code or ACC and this Individual transport package code, Individual group packaging code or ACC is specified for one product in the DT, then the indication of this Identification code for any other product in the DT is not allowed.

Finally, one Identification code / Individual transport package code / Individual group packaging code / ACC can be specified only for one product in the DT. It is not allowed to specify the same Identification code / Individual transport package code / Individual group packaging code / ACC number in the DT.
