Infaprim is ready to expand the production capacity of breast milk substitute, if the market creates the necessary conditions
– In order to increase the production of breast milk substitute in Russia, it is necessary to change the existing market conditions. Their detailed list is available at the Government - we made it long ago. We have a project; we would like to start construction. But it is necessary to understand that we will begin expansion only when we see interest of the state in protection of the domestic producer, – Lysyakov told.
According to the expert, there are a number of measures to improve the situation on the market of breast milk substitute in Russia.
– In my opinion, it would be right to increase subsidies to producers who supply raw materials suitable for breast milk substitute – milk and whey. In addition, of course, it is necessary to completely change the customs and tariff policy. Today, the finished product is delivered under a duty of 5%, and any raw material for production is subject to a 15% duty, - commented Lysyakov.
The member of the Board of Directors of JSC "Infaprim" paid special attention to the difference in margin on the shelves of retailers. In his opinion, large foreign producers of breast milk substitute actually force shops to low margins on their products.
– Trade network set margins – for the products of Infaprim Company they are equal to 100% and Nestle products they are about 15%. We plan to involve the FAS, law enforcement agencies and the Government to clarify the situation. We are tired of being discriminated. Nestle can supply 100 items to the network, and we can supply two. The issue needs legislative regulation, – said Lysakov.
At the same time Lysakov supported Capex as the development direction of production of breast milk substitute in Russia.
- Capex is the first step of the Government in the right direction. We regard it as an indicator that other measures will be taken in the near future accordingly, – concluded Alexey Lysyakov.
We remind that according to the government decree 1413 of November 24, 2018, it is possible to provide "Capex" for the creation and modernization of capacities for the production of powdered dairy products for baby food and components for them. According to The DairyNews, Meleuzovsky Dairy plant, Nutricia and Bryansky Dairy plant can participate in the selection of projects for the construction and modernization of capacities for the production of milk powder for baby food.
