Information about the readiness of enterprises or the unpreparedness of the CATD does not reach the regulator – Sergey Baranov
The expert noted that the introduction of digital labeling does not directly affect the production of Kieselmann Rus, but recently the company took part in a conference in Pyatigorsk, where representatives of the CATD spoke.
- From what we have heard both from representatives of the CATD and from representatives of those dairy plants that participate in the pilot project for testing digital labeling technology, I have the impression that the CATD is not really ready. Since they do not have technologies that can be easily integrated into existing packaging solutions of dairy enterprises: so that it is reliable, clear, easy and not very expensive, - said Sergey Baranov.
He also noted that it is still unclear what to do with unreadable codes. The representatives of the CATD do not offer solutions to such problems. According to their official position, there is no defect in the digital labeling technology, which is physically impossible.
- Now, drawing parallels with the labeling of alcoholic beverages, it is clear that everything is not so smooth. Not all labeling is read and products are sent back to the manufacturers for re-labeling. If with alcohol, which has a sufficient shelf life, this can be allowed and we can look at it calmly enough, despite the fact that no one likes the additional costs of returning and transporting products, there will be big problems with milk, which has a much shorter shelf life, the expert said.
Sergey Baranov believes that the reason for postponing the introduction of digital labeling without taking into account the results of the experiment is that the CATD does not report real information about the pilot's progress in introducing digital labeling. He notes that the state regulator receives information about the tests without deciphering exactly how they are conducted. As far as we know, it is still not possible to achieve a result that would suit all parties.
- I do not believe that the results of the experiment are hidden from the state authorities, information about the unpreparedness of enterprises or the unpreparedness of the CATD simply does not reach the regulator. I think that is why the introduction dates are postponed. This is similar to the "classic" situation in a large Soviet enterprise, when there are middle-and top-level managers and a performer. Senior managers ask middle managers about their readiness, and they respond positively. Middle managers work with the lower level and understand that neither they nor the lower level are ready, but being afraid to get it in the neck, they report that everything is fine, - the expert noted.
On the one hand, according to Sergey Baranov, it is important for everyone to buy safe products, but today ordinary people know little about the implementation of the labeling program and the benefits that it will bring without directly contacting it. Now in the information field of the industry, negative information about labeling is mostly distributed.
- If I wasn't a direct participant in the dairy industry, I wouldn't know what digital labeling is good or bad for. Now only information about problems with labeling drugs reaches the public. I have heard that the process has not been worked out there yet. I cannot say whether this is good or bad, because I only focus on what industry representatives say. In my opinion, today there is a problem with informing all participants, - Sergey Baranov concluded.
