Labeling of dairy products in the Russian Federation should be implemented for the "entire line" – Khatuov
According to him, the task of labeling is to protect the consumer. ‘We believe that taking into account the growing opportunities that digitalization has opened up in agriculture, we have a unique opportunity when the consumer will understand the date of production, the manufacturer, the ingredients, the content of the product by the barcode,’ he said, noting that he does not expect interruptions in production and sales after the introduction of labeling of dairy products.
‘No, there cannot be any interruptions,’ Khatuov said, answering the question whether the Ministry of agriculture is not afraid of interruptions in the production and sale of dairy products at the beginning of next year due to the launch of mandatory labeling of these products.
The official reminded that the range of dairy products and production volumes are expanding, the country produces more raw materials, including through the implementation of the state program for the development of agriculture.
An experiment on labeling dairy products is currently underway (started on July 15, 2019). In April this year, the government extended it until December 31, 2020.
The Ministry of industry and trade has prepared a draft government decree that defines the types of dairy products and the timing of the introduction of its labeling. The main deadline for the introduction of labeling - January 20, 2021 - was determined earlier, by a government order dated March 30 this year.
According to the draft prepared by the Ministry of industry and trade, since January 20, 2021, labeling of milk and cream (unsweetened, without added sugar), whose shelf life exceeds 28 days, as well as ice cream and other types of food ice that do not contain or contain cocoa, will begin.
Since July 1, 2021, the labeling is proposed to extend to milk and cream with a shelf life of less than 28 days, cheese, butter, milk pastes, cottage cheese and soft drinks with milk fat, since October 1, 2021 - buttermilk, yogurt, kefir, condensed milk and other products.
For farms that independently sell their own dairy products, it is proposed to make a delay in mandatory labeling until October 1, 2022.
Starting from October 1, 2021, wholesale and retail companies that sell labeled products must provide information about them to the monitoring information system.
