“Mercury” for everybody: first results

At the end of October, the Rosselkhoznadzor recorded an increase in the rate of registration of electronic veterinary accompanying documents in the system “Mercury”, which was logical before November 1, when EVC became mandatory for all finished dairy products. The DairyNews gathered comments from market participants to learn about the first results of the week in the electronic veterinary certification system.

November 1 was the second stage of inclusion of finished dairy products into the system "Mercury".

The following products are now controlled by the system: 

  • drinking milk (pasteurized, ultra – pasteurized, sterilized, ultra-high-temperature processed milk, manufactured industrially and packaged in consumer packaging);

  • industrially manufactured and packaged in consumer packaging fermented dairy products produced from milk, heat-treated;

  • ice cream.

According to the "Mercury" for October, the growth of registration electronic veterinary accompanying documents was more than 87%. Of more than 30 thousand economic entities involved in the certification of finished dairy products, 8,090 produced finished dairy products at 11,966 sites, the rest only participated in the circulation of finished dairy products.

According to estimates, for 7 days of work at the end of October, milk processors, issuing EVC in the largest number were: Danon Trade, Wimm-Bill-Dann, Molvest, Barnaulsky dairy plant, Agrocomplex named after Tkachev, GC "Rosmol", Milkom, Zelenodolsky dairy plant, Irbitsky dairy plant, etc.

However, EVC has become mandatory not only for industrial leaders of milk processing. Small processors and farmers supplying finished products also joined the system. Some of them faced serious problems for small production. Most of processors note malfunctions in the system, delaying paperwork and inconsistency of actions with retail.

The press service of the group Agropromkomplektatsiya stressed that there was carried out careful preparation of IT infrastructure by the Department of information technology by the start of the LLC "Dmitrogorsky dairy plant" to work with electronic veterinary accompanying documents. In addition, the exchange of electronic veterinary accompanying documents for all dairy products with some retail chains was established in the summer, tests were carried out in advance, minor drawbacks were eliminated. As a result, the transition to full veterinary certification of dairy products was successful for the company, emphasize in the company.

"The bulk of dairy products was included in the FSIS "Mercury" on November 1, - says the Head of the Quality Department of the GC "Agropromkomplektatsiya" Maria Shikina. – We were 100% ready for the last stage of integration with the system “Mercury”. Now more than 30 thousand electronic veterinary accompanying documents are issued daily at all enterprises of the Group".

The head of the dairy group “Lactis” Ravil Dautov noted that the work in the system was not as terrible as predicted.

- Since October 31, we had to issue EVC in the system "Mercury" at shipment of products for November 1. We have worked for the first 5 days - the most important, the most "terrible"! The result was as in the Russian proverb: "The devil is not as terrible as he is painted". Yes, there were problems! Basically, "the problems were in the relationship of milk processors with retailers". However, despite the weekends and holidays, which fell on the beginning of work, in the EVC system "Mercury", federal networks, and especially X5 and "Tander", solved all the problems in the working order. We are grateful to them for that. Now we have a system of traceability of products. And of course I would like this system to protect not only the end user, but also the dairy industry, working honestly, said Ravil Dautov.

Sergey Suetin, General Director of the Irbitsky dairy plant, also noted the problem of relations with retailers as one of the main ones that they had to work on this week. Since the first day, there were questions of a technical nature at the Irbitsky dairy plant associated with the processing of documentation between the company and trade networks:

"For the first days, the software was not working properly. In addition, there were technical issues regarding documentation between retail chains, and us, which we are now solving jointly. There are many questions, and mostly - in relations with retailers.

As for the positive aspects of the introduction of the system - it is too early to say. Let us see how the system will affect the market, how it will work in terms of the presence of falsified products on the counter. This is the whole point of introducing “Mercury”, but before we can draw conclusions, we must first debug the system from the beginning to the end. And now we are working on the elimination of drawbacks", - said Sergey Suetin.

Nikolay Vlasov, Deputy Head of the Rosselkhoznadzor, also spoke about the problem of relationship between processors and retail in early November. The official stressed that at the start of the second stage of certification of dairy products "there were no problems in the core of “Mercury”; the load on the processor core did not exceed 25% at the weekend, and on November 4 was around 40% despite the fact that over the previous 24 hours there were issued about 10 million electronic veterinary accompanying documents".

According to Nikolay Vlasov, some milk processors transferred the nomenclature to retailers too late, and for this reason retailers didn't manage to update the electronic reference books and therefore can't carry out cancellation of electronic veterinary accompanying documents, and, accordingly, acceptance of products. 

The second reason for this situation is that some retailers, having received the nomenclature of suppliers in time, for some internal reasons, did not have time to update their electronic directories in time.

“Retailers with a large number of retail stores update databases at the Distribution center (DC) is faster than in stores, which is quite understandable - a significant part of the stores or all of them are franchisees with a completely different personnel potential (including IT-direction) than the Central divisions and DC retailers. The peculiarity of the movement of finished dairy products is that they are often delivered directly to stores, bypassing the DC, which exacerbates this problem. So now milk processors face a situation where they can easily supply their products to the DC, but cannot deliver them to the stores. This problem is being solved with the largest companies, according to the information available to us, it has been solved to date”, stressed Nikolay Vlasov.

The greatest difficulties in working with the system “Mercury” are now experienced by small business.

Here is what the head of the peasant farm holding in Kaluga region Vladimir Koshmanov wrote on his page in Facebook:

For each shipment of milk to each address "Mercury" (conditionally) takes money. In my case, this is 390 rubles. Before the introduction of “Mercury”, there were no such levies. If you ship 10 tont to one address, it is peanuts. But if you ship 50 l? 100 l? Then you can easily get 10p costs per liter, i.e. it can be 50% of the price of milk! This is the reality of a small honest legal farmer. What would he do? He will either close his farm or go into the shadows. In my case, having shipped 300 liters of milk, I received 1.3 RUB of costs on "Mercury"... There is not much money anyway so of course, it’s a pity to spend it for nothing.

Control in the field of milk production is a necessary thing, but to apply the same rules to small and large enterprises is the inevitable death or degradation of one or the other. If the fight were against falsified products and not with a small manufacturer, then of course it would be possible to find different approaches to manufacturers of different volumes. In addition, something tells me that the falsification of milk does not occur on farms - neither large nor small. Once again, the state has shifted the blame to someone else.

But anyway, I'm for “Mercury”. This is a mechanism that could help farmers. But for the small farmer (at least) it is necessary to return the old approach - the Declaration of movement of volumes of milk without charging money for the issuance of veterinary accompanying documents (or "examination" of each batch as they call it).

Otherwise, with the increasing severity of the application of "Mercury", we will totally lose small legal farmers in the dairy industry. This has already happened in the meat direction, but there was a beneficiary of this process. The dairy industry is much more complicated and now there seems to be no player who for the sake of his agricultural holding is ready to destroy everything around. I hope he doesn't show up.

The head of the agricultural cooperative "Olkhonsky" Sergey Perevoznikov says about the delaying of the process of work in the system "Mercury".

 “It’s not enough this "free" program “eats” the time of employees, twenty minutes per invoice, the module on it starts with thirty thousand, plus the settings and the rejection of the rewritten program for production, because it costs three hundred thousand rubles to connect a module for veterinary medicine, it also breaks the production process and kills the category of fresh or perishable products", said Sergey Perevoznikov.

According to the head of the cooperative, earlier the company packed fresh dairy products, sour cream, cream, cottage cheese early in the morning and immediately sent them for delivery, as they have a short shelf life.

"This is nonsense, cream become cream only on the second day, but in our case “best-before date" instead " it is better to use before" is translated as "not to be used after" and everyone is used to it, but that's not the point. Thus, to deliver sour cream to the shelf, we must enter it into the program two hours before shipment, it means in the evening when it is not available yet! One precious day it should stand in the warehouse. In our warehouse. A third of life! Previously, we shipped immediately, and then entered the products, because the perishable should live on the shelf of the store and in the refrigerator of the buyer, not in the warehouse. I understand that there is no difference for other products with a shelf life of 6 months. I understand, that for example, large producers, which have a flow of products, it makes no difference, when to enter products into “Mercury”, there is always a reserve, and perhaps night shifts, but what should small producers of natural perishable products do?"- asks Sergey Perevoznikov.
