Ministry of agriculture improves the system of public administration in livestock breeding
The changes proposed by the Ministry provide a clear division of powers between Federal and regional executive authorities. In particular, the main activities of the authorities of the constituent entities of the Russian Federation exercising control in the field of livestock breeding include the examination of breeding products and the issuance of breeding certificates. In the current legislation, these powers are not assigned to the regions, this significantly complicates breeding work.
The bill also aims to remove unnecessary administrative barriers in this area. Thus, it is proposed to cancel the procedure for filing applications and issuing permits for artificial insemination of farm animals and embryo transplantation.
The bill acceptance will contribute to the improvement of public administration in the field of livestock breeding.
