At the same time, guidelines were adopted for the experiment, which officially started in July 2019, a few months before the adoption of the necessary recommendations and in the absence of a methodology for evaluating the feasibility of implementing labeling, reminds The DairyNews.

At present, according to the 792-nd order of the Government, the circulation of unlabeled dairy products is prohibited since December 1. The Ministry of industry and trade proposes to change the terms in the following direction: December 1, 2020 - the beginning of mandatory labeling. Production and import of unlabeled products with a shelf life of more than 1 year is prohibited.

March 1, 2021 - production and import of unlabeled products with a shelf life of less than 1 year is prohibited. The circulation of unlabeled product residues is allowed until the expiration date.

December 1, 2021 - labeling is mandatory for small producers and farmers.

June 1, 2021 - introduction of volume and grade accounting of products in wholesale trade with mandatory transfer of information to the labeling system. Administrative responsibility for failure to provide information about the disposal of labeled goods at the checkout to the labeling system.

In her speech to the State Duma, Ekaterina Priezzhayeva said that more than 900 companies are taking part in the experiment on labeling of finished products, but only 200 of them are enterprises that produce dairy products.

- During the experiment, 97 participants were examined, and the application of codes to packaging was tested in three main ways: the method of direct application on the production line, the method of labeling and the method of printing codes on packaging in the printing house. About 93 types of packaging were tested, including a PET bottle, a bag, a cup, soft packaging and foil. But this is not all, the industry is characterized by a large number of types of packaging and we have something to experiment with. Applying the code in the printing house is an important new method that has not been used for labeling other products, - said Ekaterina Priezzhaeva. At the same time, the expert noted that four printing houses participated in the pilot, which were able to provide printing, one of them is located abroad.

By the way, by estimations of participants of the market, the option of printing allows the manufacturer to save 25% on line conversion, however, the increasing of the cost of packaging by 20 kopecks will result in the fact that over 5 years (average lifetime of equipment) total cost of applying on the "printing" will be 2 times greater than the cost of application code at the plant.

Ekaterina Priezzhayeva said that by June 1, there will be 15 printing houses that can provide labeling for dairy farmers, and about 100 - by December 1.

- We are conducting appropriate work with printing houses, - said the expert.

According to Ekaterina Priezzhayeva, the complexity of electronic document management for small businesses has led to the fact that the Ministry of industry and trade and the CATD have developed standard solutions for 6-7 thousand rubles, for micro-enterprises - a free application.

- Since at the time of the decision on labeling dairy products, manufacturers were already working in the "Mercury" system, we faced the task of integrating two systems in a single window. In November last year, three integration methods were approved: a single window in the labeling system, a single window in the “Mercury” system, and working in the manufacturer 's own system", Ekaterina Priezzhayeva said.

- The discussion that the two systems duplicate each other has been going on for a long time. Our opinion is that the labeling system and the EVC system do not duplicate, but complement each other. “Mercury” first controls raw materials, and then finished products by moving transport veterinary enclosed documents. Labeling complements, said Priezzheva.

A study commissioned by the HSE organized by the Ministry of industry and trade estimates that the average share of unaccounted products is 20%.

- The calculation is quite simple - the volume of production, plus imports, minus exports and sales. When we first announced these figures, Soyuzmoloko doubted these figures, we are ready to show how it is calculated - we will hold a meeting on this issue, - said Ekaterina Priezzhaeva.

The representative of the Ministry of industry and trade also spoke about the cost of finished products and labeling.

- The cost of codes - 50 kopecks - is fixed by Government decree. We believe that it is incorrect to count VAT - it is a refundable tax. The cost of codes is fixed for 15 years. According to HSE estimates, with the introduction of labeling of finished dairy products, there will be a one-time increase in the unit of dairy products by 1.93%. Because the industry needs to invest in the process of implementation, - said Ekaterina Priezzheva.

At the same time, the representative of the Department did not say what to do with the fact that the average service life of labeling equipment is 5 years.

- On average, for automated production, the cost of equipment for implementing labeling is higher. However, it is worth remembering that due to the whitewashing of the market, the state and the market receive significant preferences, - said the representative of the Ministry of industry and trade.

She also reminded of the proposal to introduce phased labeling of dairy products. Initially, there will be labelled products with an expiration date of more than 1 year.

"We have something else to work on. Processes with logistics, withdrawal from circulation... We openly say that he would like to extend the experiment for three months", concluded Ekaterina Priezzheva. Currently, a draft document has been prepared, which implies the extension of the pilot until May 31.
