New technical regulation of the EAEU on milk: Kazakhstan was given a delay of 5 years

The Council of the Eurasian Economic Commission (EEC) extended the transition period for Kazakhstan to adopt requirements for microbiological indicators for raw milk until January 1, 2025.

"The optimal date for the Republic of Kazakhstan is January 1, 2025. By this time, the country will fulfill all the measures laid down in the relevant national "road map", including the improvement of laboratory facilities and practices for the control of input raw materials", reported to Sputnik Kazakhstan in the press service of the EEC.

As specified in the Eurasian Economic Commission, dairy products produced according to the transitional requirements (raw milk, raw skim milk, raw cream used for the production of dairy products, except for drinking and reconstituted milk, fermented dairy products, baby food, hard cheeses, butter) will be sold only in Kazakhstan.

Earlier, the Ministry of agriculture of Kazakhstan stated that the country needs a transition period in order to bring dairy products to new standards. It was planned that this period could last up to five years.

According to the Kazakh party, the current level of development of raw milk procurement system in the dairy industry of Kazakhstan does not allow ensuring compliance with the requirements of the technical regulations of the Union "On safety of milk and dairy products" on the content of mesophilic aerobic and facultative anaerobic microorganisms and somatic cells since January 1, 2020.

Kazakhstan has twice postponed the introduction of new requirements, first on July 1, 2017, then - by a special decision - until January 1, 2020.

"The delay was caused by some objective factors. First of all, the underdevelopment of the raw material base - more than 70% of milk going to processing is produced on private farms of Kazakhstan. Often, such raw materials are of low quality, because in personal farmsteads, sanitary and veterinary measures are not always carried out on time and qualitatively", reported earlier the Ministry of agriculture.

According to the Ministry of agriculture of the country, the delay was needed in order to hold domestic production.

Earlier it was reported that after receiving a delay new farms would be built in the country and additional milk receiving facilities meeting the requirements of this technical regulation would be opened.

Currently, Kazakhstan and Kyrgyzstan received a delay in the implementation of the new technical regulations of the EAEU.
