Nikolay Vlasov: the Rosselkhoznadzor will monitor the entire dairy market on the presence of milk powder

In particular, the officer noted the subject of methodology of revealing of milk powder in drinking milk. Earlier, The DairyNews wrote about the fact that the Rosselkhoznadzor began to inform Russian companies about the presence of milk powder in their products. "Rosselkhoznadzor began to carry out sampling drinking milk produced in Russia in the organizations engaged in wholesale and retail trade, and to inform the dairies of the alleged presence of milk powder in drinking milk," — said in the letter of Soyuzmoloko to Vice Prime Minister Arkady Dvorkovich, where it is indicated on the distrust of the methods of the Rosselkhoznadzor.

"Earlier, at the disposal of the laboratories of the Rosselkhoznadzor there was no methodology that would allow determining the presence of milk powder and water. Currently such methodology regarding the identification of milk powder in drinking milk and dairy products is available. The methodology for determining presence of water will soon appear," said Nikolay Vlasov.

Method for detection of milk powder in dairy products, which uses the Rosselkhoznadzor is verified by agencies of the Department, but it hasn’t been introduced yet into the field of accreditation of laboratories.

"Due to the fact that the scope of accreditation of this method has not been made yet the Rosselkhoznadzor, identifying the violation is not able to apply penalties," mentioned in the statement signed by Nikolay Vlasov.

In the second half of this year, two institutions of the Rosselkhoznadzor started a screening study on this subject, one of which has an appropriate accreditation. The subject for research is drinking milk.

"We consider it is necessary to acquaint you with the results. As it was noted above, at present, we cannot apply penalties to violations of the TR CU 033/2013 that are quite high regarding deliberate violation of the requirements of technical regulations. We believe it is a humane measure in relation to companies in this sector. Its implementation will allow "to make an alarm signal" to companies and participants of the turnover, which in turn will allow them to adjust their actions in the future to avoid significant trouble for this reason. In particular, we are talking about the time when Rosselkhoznadzor will monitor the presence of milk powder in the whole market, as we are doing it now with the adulteration of milk products with vegetable fat," - said the Deputy head of the Supervisory authority.
