Only 6% of suppliers of dairy products were ready for EVC in early June

The abolition of EVC for finished dairy products is timely and the only right decision. Such an opinion was expressed in the commentary to The DairyNews by Marina Petrova, Deputy Chairman of the Committee of Moscow Chamber of Commerce on the development of entrepreneurship in agriculture and CEO of "Petrova Five Consulting". According to the expert, in early June, following the meeting in the Kremlin, it was reported that only 6% of suppliers of finished dairy products are ready for the introduction of EVC.
It should be reminded that on July 1, 2018, a law comes into force in Russia, which makes it obligatory to accompany food and agricultural products with electronic veterinary accompanying documents. However, yesterday it became known that only products, for which paper veterinary certificates are currently being prepared, will be transferred to electronic veterinary certification, the finished products will not be included in this system.
It is also proposed to introduce a period for manufacturers to adapt to the new system, during which they will not be subject to fines for errors in the design of electronic veterinary certificates, said Deputy Prime Minister Alexei Gordeev, in charge of the agricultural sector in the government to "Interfax".

In addition, the Deputy Prime Minister noted, the government decided to introduce a period of adaptation of manufacturers to the new system. "This is due to the fact that, firstly, the Internet does not work everywhere, and secondly, we have a lot of small business representatives, individual entrepreneurs, who are both technically and grammatically – regarding computer competence - not everybody is ready for innovations. This must be experienced", he said.

As A. Gordeev stressed, "… in order not to stop the process of turnover of this important, socially significant product and prevent failures, a completely reasonable, objective decision was made - to provide an adaptation period". Currently, the State Duma is working on amendments to the relevant law.

For the dairy industry, the decision to remove the finished product from the list of EVC is important.

As noted in an interview with The DairyNews, the representative of the Moscow Chamber of Commerce Marina Petrova, there is less than a week before the introduction of EVC and it is already clear that most small and medium-sized enterprises, as well as small retail networks, shops, cafes and restaurants are not ready for its implementation.

"We, in the Committee of the Moscow Chamber of Commerce for the development of entrepreneurship in agriculture, actively advocated the phased implementation of the system "Mercury" and its transfer from the permissive format into the information one since last autumn. And recently, together with industry unions and associations of manufacturers, suppliers and sellers of animal products signed a letter to Alexey Gordeev, in which we asked to introduce EVC in stages with testing on "pilot" projects; for products that are not currently accompanied by veterinary certificates, to postpone the introduction for 2 years; to consider the possibility for certain categories of processed products that are not under veterinary risks, to replace EVC with alternative traceability systems, as well as to introduce an annual moratorium on the use of penalties for violations of certificates due to technical problems and various errors. And we are glad that our opinion was heard and taken into account when making this decision", - commented Marina Petrova.

According to the expert, the lack of readiness of the market, coupled with the technical imperfection and permissive format of EVC could lead to a collapse in the food market and significant losses of both producers and sellers of dairy products. In addition, the expansion of EVC to finished products would lead to a significant increase in costs for distributors, logistics companies, network operators, shops and cafes. And these additional costs would ultimately affect the cost of the final product and lead to another increase in prices.

- Of course, the control over the quality of dairy products is necessary and important in the current conditions, but to combat falsification, it is enough to compare the volumes of supplied raw materials and products made of them. This allows the identification of companies producing tens of tons of cheese from a ton and a half of milk, and permissive format of "Mercury" with the batch accounting is not needed, concluded Marina Petrova.
