Opora Rossii asked not to introduce labeling in industries where there is no illegal circulation

‘In addition, I ask you to determine with the participation of the industry community the best ways to control the traceability of products, refusing to label those types of products where there is no problem of illegal circulation in the industry,’ says the letter signed by the President of Opora Rossii Alexander Kalinin.

The document notes that the introduction of labeling of certain groups of goods during the economic crisis and the fall in turnover of enterprises may negatively affect business activity. In addition, the authors of the appeal point out that the accelerated introduction of labeling can lead to technological and functional failures, which can also negatively affect economic activity.

Opora Rossii reports that manufacturers of the pharmaceutical and perfume industries are talking about a delay in the supply of products due to a technological failure.

‘The decision to introduce labeling should be made on the basis of criteria developed jointly with the industry community and only if there are preliminary studies on the share of illegal circulation of products on the market, as well as an analysis of the expected decline in the share of such products<...>. In addition, there is no need to introduce labeling in those industries where other traceability control mechanisms already exist,’ the letter says.

The business association called it impractical to introduce labeling of beer and beer beverages, dairy products, since the circulation of illegal products in these areas is less than 1%.

The authors of the letter also say that the introduction of regulatory requirements related to labeling in retail, represented mainly by small and medium-sized businesses, creates a risk that the indicators of the national project "Small and medium-sized businesses and support for individual entrepreneurship" will not be achieved.
