Retail chains beware of problems with the supply of milk due to electronic certificates

Electronic veterinary certification (EVC) of dairy products, which will start on July 1, may lead to an increase in delivery times and interruptions in delivery for 30% of all such goods, believe in the Association of retail companies (ACORT). The business insists on the postponement of the introduction of EVC and the introduction of the moratorium on penalties which is estimated at 590 million rubles, but the officials did not consider it necessary.

“The Kommersant” got acquainted with the presentation of ACORT (includes X5 Retail Group, Magnit, Lenta, Auchan, etc.), which describes the key risks for manufacturers and retailers associated with the introduction of EVC for dairy products.

EVC for some dairy products is introduced since July 1: at the first stage certificates will be required for cheese, butter, canned food, and since November 1 — for milk, fermented dairy products and ice cream. EVC is issued in the system of Rosselkhoznadzor "Mercury". According to the presentation, the introduction of EVC will lead to an increase in the load on “Mercury” three times, to 450 million certificates per month: since November 1, 600 suppliers, providing 25 thousand commodity items will have to connect to the system. Certificates are needed at the stages of movement of goods from distribution centers to warehouses and shops. You will need twice as much transport, and the time of receiving goods may increase by 1-2 hours, according to the presentation. In general, as it is noted in the material, EVC threatens stable supplies of about 30% of all dairy products.

At the same time, according to ACORT, there is no moratorium on fines for violation of the rules for preparation of EVC for dairy products. When launching EVC for other categories on July 1, 2018, 80% of the certificates were issued with errors, and it took about eight months to settle the work, note market participants. The absence of a moratorium in this situation may lead to general fines for the industry of 590 million rubles, an increase in the costs of suppliers in connection with returns, revision of supply contracts and so on.

Market participants advocate for the postponement of the first stage of EVC introduction for dairy products until November 1, the second — until July 1, 2020 and a moratorium on fines until July 1, 2021. According to the representative of ACORT, adaptation to the introduction of EVC for dairy products may lead to serious risks of non-fulfillment of mutual obligations for supplies and reducing the availability of this category on the shelves. According to a source of “The Kommersant”, the presentation was transferred to the office of Deputy Prime Minister Dmitry Kozak. His spokesman, Ilya Dzhus said to “The Kommersant” that the position of ACORT on the issue is known.

In PepsiCo (brands "Domik v derevne", "Vesely molochnik") the main problems are expected since November 1, when all dairy products, especially perishable will fall under EVC. Questions to "Mercury" are associated with errors in the system and gaps in the design of complex routes with several vehicles, which account for up to 40% of shipments in large cities, they say there. Alexey Ovchinnikov, Director of logistics at “Umalat”, adds that each trading network has its own requirements for data exchange, which requires additional work and costs. In Danone ("Prostokvashino") they note "certain difficulties" in "connection" of internal systems of the company, EVC and the order of shipment of products. Valio reported that they are ready to work with EVC.

According to the representative of PepsiCo, the ambiguity of the statement on the moratorium on fines aggravates the situation. On Tuesday, the Rosselkhoznadzor announced the introduction of a moratorium for one year since July 1, 2019, which will concern part of the violations. But according to the source of "The Kommersant" in the product company, the measure does not affect errors in the design of certificates, which is associated with most of the problems when working in “Mercury”. The moratorium in this form can significantly complicate the work of retail, agree in ACORT. The Rosselkhoznadzor did not respond to the request of “The Kommersant”. The Ministry of agriculture said that all issues on the implementation of EVC were discussed with representatives of the industry, and a delay for dairy products is not required.
