Retailers compared the effect of the ban on the return of products with an increase in VAT
According to the authors of the letter, the negative impact of the draft law may be on a par with the planned increase in the VAT rate from 18% to 20% and the draft law on increase of the retirement age.
The authenticity of the letter was confirmed to RNS by the official representative of the Association of retail trading companies Roman Chernigovtsev.
"During July 2018, serious and necessary legislative decisions have already been taken regarding the change of the VAT rate and the improvement of the pension system... The draft law under consideration due to its impact on economic relations in the commodity distribution network can have such a negative impact on the production volume of food products, the range and prices of food products of domestic production, which will put it on a par with the above mentioned legislative initiatives", says the text of the letter.
According to the Association of retail trading companies, "there is no urgent need for accelerated adoption of the draft law in the spring session of the State Duma of the Russian Federation".
Retailers note that "due to the high sensitivity of the food market to legislative regulation, it is necessary to conduct in-depth qualitative research, identify and analyze the impact of the bill on the economy of the Russian consumer market".
According to the conclusion published in the materials of the State Duma, the relevant Committee of the State Duma, "generally supports the concept of the bill and believes that the adoption of the bill will create additional conditions that will stimulate the development of domestic production and the provision of food market with quality products".
Previously, the bill to ban the return of products by retailers to suppliers was submitted to the State Duma by Vice-speaker of the State Duma Irina Yarovaya and a number of deputies.
