Rosagroleasing is testing a project financing scheme for the construction of standard dairy complexes in Bashkiria
‘Actually, this is the main reason why we are here now (in Ufa - IF). We are discussing the construction of turnkey dairy farms that are in demand by farmers in Bashkiria and other Russian regions. (. . .) We took our homework: we would like to consider the financial model and all the technical specifications of these farms. I am sure that in the near future (by the end of 2020 - IF), project financing will begin. Conceptually, we (together with the government of Bashkiria - IF) agreed,’ he said.
According to him, detailed development of projects will begin after receiving information fr om the Republican authorities "about specific investors and specific clients".
The objects being built, according to him, have certain technological specifics, in particular, tent roof structures. In turn, Deputy Prime Minister of Bashkiria government Ilshat Fazrakhmanov explained to reporters that the Republic is the first region wh ere the financing scheme with the participation of Rosagroleasing will be tested for a typical project of a dairy complex for 1.2 thousand dairy cows (taking into account the supply of pedigree cattle and technological equipment "turnkey").
‘We have identified a standard project that, in our opinion, is most suitable for the application of this scheme. The payback period for the project without state support is 8 years, and if Republican subsidies are used, this period will be reduced. We agreed (with the management of Rosagroleasing - IF) that 80% (of the project implementation costs - IF) is borne by Rosagroleasing, 20% - the amount of the initial contribution of the farmer, while 10% of the costs will be reimbursed to the initiator of the project from the Republican budget to ensure leasing payments,’ said the Deputy Prime Minister.
He added, "the arrival of the head of Rosagroleasing gave a start to the implementation of such a project financing scheme."
‘Now the ball is on our side: we are forming a list of clients, the first of which will be the state enterprise MTS Tsentralnaya,’ Fazrakhmanov concluded.
JSC Rosagroleasing is a state-owned leasing company established in 2001 to solve the tasks of technical and technological modernization of the domestic agro-industrial complex. It works with more than 200 suppliers. Rosagroleasing is included in the list of strategic enterprises.
Machine-technological station Tsentralnaya was established in 2010, provides services to farms of the Republic for plowing, sowing, forage harvesting, and also accompanies agreements on joint activities for growing grain, legumes and industrial crops, and also has its own production base (the area of land under cultivation is 115 thousand hectares, the annual gross grain harvest is 130 thousand tons, sugar beet - 103 thousand tons; the number of cattle is 13 thousand head, the production volume is 18 thousand tons of milk and 4 thousand tons of meat). The production structure also includes an elevator for 153 thousand tons of one-time storage, a repair and technical workshop, and a feed mill.
