Rosselkhoznadzor may ban the majority of dairy products supplies from Netherlands to Russia
The list of dairy products exporters to Russia and CU may be cut by two third due to quality issues. At the moment the list contains 64 companies, but in the nearest future Rosselkhoznadzor and relevant authorities from other CU countries plan to reconsider it. As it follows from Rosselkhoznadzor’s statement, the Russian authority’s experts detected several significant deficiencies in the work of competent authorities ensuring safety of animal products, in particular of milk and finished dairy products. The existing scheme of interaction between the Netherlands Food and Consumer Product Safety Authority (NVWA) and the Controlling Authority for Milk and Milk Products (COKZ) does not ensure end-to-end control of milk and dairy production and processing as well as appropriate certification of products exported to the Customs Union countries. The basic control of milk and dairy products is performed not by the National Veterinary Service – NVWA, but by the COKZ which is not included into the system of the Netherlands national veterinary surveillance and at the same time is authorized by the Netherlands Ministry of Health, Welfare and Sport. It means that the guarantees are given to the Russian party not by the Netherlands Veterinary S ervices but by another organization. The Dutch competent authorities do not perform an appropriate control of raw milk producers as well. The basic control of dairy farms is carried out by the representatives of private laboratory – Qlip on behalf of milk processing plants. The COKZ role in dairy farm control is limited to an annual audit of the Qlip laboratory and joint inspections of 70 milk farms a year. There is no system of informing the NVWA about veterinary legislation violations detected on dairy farms during Qlip and COKZ inspections. It was noted that the arrangement of dairy farm inspections by Qlip specialists was formal and inefficient. Strictly reported veterinary certificates of the national veterinary service NVWA are issued by COKZ staff members based on the information provided by the plants themselves. Veterinary certificates for dairy products are signed by three NVWA official veterinarians in the COKZ office without veterinary control of certified prod ucts envisaged by the international legislation. The issue o! f veteri nary certificates is recorded only by the COKZ specialists. Thus the official veterinarians sign veterinary certificates without physical examination of products exported from the Netherlands to the Customs Union countries. The Rosselkhoznadzor cannot execute the work for the Dutch Veterinary Service as it has its own duties. In this connection the Rosselkhoznadzor deems it necessary to revise the list of the Dutch exporters which includes 64 plants now. In the nearest future the videoconference between the Rosselkhoznadzor and the Netherlands Veterinary Service to discuss the current situation will take place.
