Russia failed the program of import substitution of products

The National Rating Agency (NRA) presented a study, according to which Russia failed to meet the goals of the program of import substitution of products.
European suppliers, whose products were banned for import as part of counter-sanctions in 2014, were replaced by companies from other countries, which often re-deliver "proscribed" products from Europe to Russia.
The study says that out of all product categories, only meat imports were reduced by 65%, which is still 2.8 percentage points lower than the government's strategy. The reduction in the import of dairy products reached 20%, instead of the planned 30%. In addition, the import of vegetables and fruits was a failure point - it was possible to reduce it only by 27% of the 70.3% planned.
