Sobyanin forbade to visit cafes and restaurants without vaccination or a test

Since June 28, only "visitors who have protection" from the COVID-19 coronavirus infection will be able to go to cafes and restaurants. The corresponding decree was signed by Mayor of the capital Sergey Sobyanin.

Proof of protection against CAVID-19 will be considered either a course of vaccination, or the disease within the last six months, or the presence of a recent document about a negative test.

‘No paper certificates will be accepted,’ Sobyanin warned. According to him, it is possible to confirm the presence of protection against CAVID-19 only with the help of a special QR code, which can be obtained by the registry of the city polyclinic or using:

electronic medical chart of Moscow;

the portal mos.ru;

the resource EMIAS.INFO;

a single portal of state and municipal services or a specialized application Gosuslugi.Stopcoronavirus. 

At the same time, all restaurants and cafes that plan to continue to receive visitors will have to install a system for checking the presence of QR codes. Without such a system, catering establishments can only work for take-out and delivery of orders. Food courts in shopping centers will be opened only after checking the control system that prevents visitors who do not have QR codes from entering the seating area.

‘Similar rules for visiting restaurants and cafes have been in effect for several months in many European and Asian cities. And it is time for Moscow to adopt their experience if we want to avoid a new, highly undesirable lockdown, which will be a terrible blow to thousands of people working in public catering,’ Sobyanin explained.

The Mayor of the capital admitted that in the process of adapting to the new rules, difficulties may arise due to the lack of information in the database about those who have already had COVID-19, had a vaccination or passed a test. However, these issues, Sobyanin promised, will be promptly resolved by a special analysis group.

The Mayor of Moscow explained the need for tough measures by saying that the situation with the incidence of COVID-19 in the capital "remains very difficult", and in order for mass vaccination to begin to give results "it will take another two to three months".
