SOYUZMOLOKO asked to transfer the sectoral Technical Committee to the base of "VNIMI"

As it became known to The DairyNews, the proposal (available at The DairyNews) signed by the Chairman of the Board of Soyuzmoloko Andrey Danilenko was sent to the Deputy Minister of agriculture Evgeniy Nepoklonov at the end of June. As it was reported by a source in the Ministry of agriculture of Russia, on Friday, July 28, under the direction of Evgeniy Nepoklonov there will take place a meeting of participants and market experts to discuss the appeal of Soyuzmoloko.

We will remind that in October 2014 the appeal of SOYUZMOLOKO to the Government of Russia about the need to transfer functions of the Secretariat ТC470 "Milk and dairy products" to sectoral institutes was already considered. Representatives of SOYUZMOLOKO proposed to transfer the maintenance of the Secretariat to sectoral institutes or to SUPR (the Board on sustainable partnership for Russia), an organization combining unions, associations and some large companies. In addition, the new organization proposed to confer SOYUZMOLOKO with "veto" right on standards, not acceptable by the experts of Union.

In the next letter Soyuzmoloko states that ТC470 operates on the basis of the Union that represents only 3-4% of participants of the dairy industry. In addition, the sectoral Union states that Soyuzmoloko, representing 70% of the dairy market participants, was included in ТC470 members only in 2014, but the appeal says that "in this situation, the decisions of the TC 470 are accepted without the participation of the key market participants, and do not correspond to the real performance of most of the manufacturers."

In addition Soyuzmoloko says that since 2011, proposals for the program of national standardization sectoral institutes provide directly to the TC, where "the issue of the need for the development of the project of this or that standard is solved without discussion with the applicants."

We will remind, earlier this year Soyuzmoloko proposed to reduce the indicators of identification in the yogurt. In addition it was proposed to make a change or exception of separate indicators for baby food.

As previously reported, on February 14 by order of Rosstandart № 251 "About the organization of activities of the Technical Committee on standardization "Milk and dairy products", the implementation of functions to conduct the activities of the Secretariat of the TC 470 was vested to the Executive Directorate of the Dairy Union of Russia.
