Full purchasing interventions in the milk market are likely to take place next year. But in September, it is necessary to conduct at least pilot procurement, thinks the Executive Director of the National Union of milk producers (Soyuzmoloko) Artem Belov.
"In autumn, after a period of "big milk", a meaningful procurement interventions is unlikely, they will take place next year, most likely in March", - said A. Belov to "Interfax". At the same time, he believes that it is necessary to carry out the purchase "at least in small quantities" as a pilot project in September this year.
"The entire regulatory framework for the intervention is ready, and it is important to give a signal to the market, the business that the mechanism is working, he said. And this will allow developing full-scale intervention purchases in March ". Belov said that currently there being discussed the possibility of purchases into the state intervention Fund in the framework of the full intervention 14 thousand tons of dairy products, including 3 thousand tons of whole milk powder, 7 thousand tons of skimmed milk powder and 4 tons of butter. "This is a balanced, reasonable volume, which will allow to remove 5% of milk from the market and to support its producers," he said.
According to A. Belov, the decision about in which regions the intervention will take place will be made on the basis of the situation on the dairy market.
"It will likely be basic regions, the main producers of milk, which are more sensitive to issues of prices and volumes than others," he said. In April this year the Minister of agriculture of the Russian Federation, Alexander Tkachev said that dairy intervention this year can be held in July-August. However, he noted that the decision will be made taking into account the price situation on the market.
The Ministry of agriculture also named 12 regions, which may require purchasing interventions in the milk market. It is Tatarstan, Bashkiria, Udmurtia, Chuvashia, Altai Krai, Orenburg, Saratov, Omsk, Novosibirsk, Nizhny Novgorod, Kemerovo and Penza regions. In the case the decision about interventions on the market of milk and dairy products is made, the Ministry of agriculture proposes to set the limit levels of minimum prices at the rate of 24 thousand rubles per ton of raw milk produced on the territory of the Russian Federation; in the amount of 222 thousand rubles per ton of skimmed freeze-dried milk; 293 rubles per ton of freeze-dried milk, , except for skimmed; 340 thousand rubles per ton of butter.
According to Soyuzmoloko, in June this year, the price of raw milk amounted to 23.7 rubles per 1 kg, which is 14% higher than in June 2016. Prices of manufacturers for butter made 256.1 rubles per 1 kg (an increase of 20.6% to June 2016), for skimmed milk powder – 155.1 rubles per liter (a decrease of 10.8%), whole milk powder – 201.2 rubles (growth by 11.7%).
