Soyuzmoloko made a proposal to reduce the cost of electricity for the industry
Based on the norms of the current legislation in the regions, united in the price zones of the wholesale market, electric energy is sold at unregulated prices, except for the sale to population and equivalent categories of consumers.
At the same time, agricultural producers belong to the group of "other consumers", to whom electric energy is sold at unregulated prices, and tariffs for them are set depending on the voltage level. Thus, the price of a kilowatt directly depends on the voltage level of the networks to which the consumer's installations are connected: the lower the voltage level of the networks, the more expensive the kilowatt is.
As a result of established practice, the tariff of industrial enterprises is lower compared to agricultural enterprises because they use higher voltage levels. Thus, low-voltage industries have an energy tariff set at one of the highest levels, and most agricultural enterprises use this voltage level.
“Such a tariff burden has an extremely negative impact on the investment attractiveness of the sector and makes a serious contribution to the growing cost of milk production", said Artem Belov, CEO of Soyuzmoloko. According to him, high costs for energy increase the costs of enterprises and affect the final price of food, reducing their competitiveness compared to imports.
As stated in the appeal of the Union to the Ministry, Soyuzmoloko considers it extremely important to initiate the development of a regulatory legal act providing the establishment of preferential tariffs for electricity for agricultural producers and processors. This could be done through picking out a separate subgroup of "agricultural producers" from the "other consumers" group and trough setting a separate, lower tariff for them compared to other industrial consumers.
