The Accounts chamber sees risks in the growth of dairy products exports from Russia at the expense of the domestic market
The Accounts Chamber checked the implementation of the law on the Federal budget for 2019 in the Ministry of agriculture of the Russian Federation. In addition, an analysis of the implementation of national projects, a comprehensive plan for the modernization and expansion of the main infrastructure for the period up to 2024, as well as projects included in national projects was carried out.
The Ministry of agriculture, in particular, was responsible for implementing the results of the Federal project "Export of agricultural products" (included in the national project "International cooperation and export"). The Accounts Chamber indicates that the Federal project provides an increase in the volume of exports of meat and dairy products by 2024 to $ 2.8 billion per year (including dairy products — up to $ 0.8 billion).
At the same time, the threshold values of the Russian food security Doctrine for milk and dairy products have not been reached yet. So, the document notes, in 2017 and 2018, the level of self-sufficiency in terms of milk was 82% and 85.5%, with the indicator set in the Doctrine of at least 90%.
"At the same time, the passports of regional projects have obligations to export milk and dairy products, which may indicate that the value of the indicator for the export of this product has been reached due to its withdrawal from the domestic food market, which creates risks of further reducing the level of food security for this type of product and may lead to an increase in the volume of imports", says the report of the Accounts Chamber.
The Agency also notes a "significant failure" to meet the target for exports of meat and dairy products from Russia in 2019: deliveries amounted to 0.87 billion dollars, which is lower than the plan by 23.7%.
