The Accounts chamber: the largest increase in milk production of cows was provided by 22 regions

On the website of the Accounts chamber there was published its latest newsletter, which provides information on the results of inspections: the effectiveness of the implementation of measures aimed at import substitution in the dairy sector in 2015 and the past period of 2016, according to The DairyNews with a link to the website of the Russian Union of dairy industry enterprises.
In the report the auditor of the Accounts chamber Bateau-Zhargal Zhambalnimbuev presents the results of the expert-analytical activity "Analysis of efficiency of implementation of measures aimed at import substitution in the dairy sector in 2015 and the past period of 2016".

It is noted that due to the measures of state support in 2015 and past period of 2016 agricultural sector as a whole was characterized by growth in production volumes of agricultural products (3% and 3.4% respectively). This was mainly due to a good harvest of cereal and rising production of pork and poultry meat. Threshold of food security Doctrine of the Russian Federation in crop production is almost fully exceeded.

The inspection showed that by the end of 2015 6 regions increased milk production by more than 5%: the Republic of Ingushetia (11.5%), Kaluga region (11.2%), Kaliningrad region (8.8%), Kirov region (6.8%), Tula region (6%), Vologda region (5.6%). The number of cows increased by 5% and more in five regions (Bryansk, Kaluga and Kaliningrad regions, the republics of Ingushetia and Khakassia). The greatest increase of milk production of cows (more than 5%) was provided by 22 regions, including Arkhangelsk, Bryansk, Vologda, Kaluga, Kaliningrad, Kirov, Leningrad, Tula, Yaroslavl regions, the republics of Bashkortostan and Mordovia, Udmurtia, and others.

According to the results of the population survey in the framework of the inspection, the Russians are generally satisfied with the quality of dairy products: 33% of respondents evaluated the quality of the milk sold in the region as good, 7,6% — excellent, 37% - satisfactory.

Only 22% of respondents are not satisfied with the quality. At the same time, despite the positive achievements, the sector of milk production remains problematic. The level of self-sufficiency in milk at the expense of own production in 2015 amounted to 81.2% at a threshold value defined by the food security Doctrine of the Russian Federation – 90%.
