The bill on monitoring the movement of marked goods passed the first reading in the State Duma
The initiative was developed by the deputy from the faction "United Russia" Maxim Schablykin.
The bill provides for the creation and implementation of an information system for monitoring the movement of goods from the manufacturer to the end user using control (identification) signs.
The purpose of the introduction of the information system is to ensure the supply of high - quality, effective and safe goods to consumers by protecting legal circulation from falsified and counterfeit goods, as well as goods that do not meet the established requirements for quality, efficiency and safety, says the explanatory note to the bill.
The bill proposes to consider "a marking code in machine-readable form, presented in the form of a bar code, or recorded on a radio-frequency label, or presented using another means (technology) of automatic identification" as a means of identification.
According to the bill, goods subject to marking by means of identification are goods included in the list of individual goods subject to mandatory marking by means of identification, approved by the government of the Russian Federation.
The explanatory note stresses that the priority for monitoring and taking measures to counter the illegal circulation of goods in the industry are specified in the Strategy to counter the illegal circulation of industrial products in the Russian Federation for the period up to 2020 and the planning period up to 2025.
