This was stated by Maria Petukhova, Chairman of the Board of the Association of producers of Holstein cattle during the round table "The Veterinary rules for the implementation of identification and registration of animals", held in the Public chamber of the Russian Federation, reports The DairyNews from the event.
"Today we do not have breed associations, selection work is conducted on a regional basis and not by breed, network and the provision of genetic laboratories are underdeveloped, principles of the control of authenticity of origin are outdated," said Maria Petukhova.
According to experts, the lack of a unified system of animal identification makes it difficult to evaluate cows and bulls, and does not allow to develop a selection program for the breed.
In livestock breeding of the Russian Federation, stressed Maria Petukhova, the system of government support includes the allocation of grants per head, regardless of the breeding value of the animal. Thus, the breeding value of individual genotypes is not stimulated.
"There must be the target programs - the program of identification, control of animal origin, control of milk production, animal health control and conformation score. The construction of the system of livestock breeding on the basis of administrative criterion is a dead-end road of development. Voluntary associations of producers by breed criterion is the basis of a future system," concluded Maria Petukhova.

- development of the structure and regulations of the herd book of Holstein breed (project) on the basis of Federal state budgetary scientific institution All-Russian scientific research Institute of livestock breeding.
