The demand for sufficiency

According to the Russian Dairy Research (RDRC) in 2016 Russian enterprises processed 17.2 million tons of milk, which is by 0.87% more than in 2015. In 2017, as market participants interviewed by The DairyNews say, the situation with availability of raw milk has improved, including the decline in demand for milk powder.
By the way, in 2016 10 regions-leaders processed in total 7.9 million tons of raw milk or 45.94% from total volume of processed milk in the country. The structure of the dozen has not changed compared to 2015, however; in 2016 Moscow region was ahead of Krasnodar region by volume of processed milk and became a leader. The TOP 10 largest regions-processors of milk include Altai Krai, the Republic of Tatarstan, the Republic of Bashkortostan, Leningrad region (including St. Petersburg), the Udmurt Republic, Voronezh, Sverdlovsk and Belgorod regions.

Ildar Fayzullin, Chairman of the Board of the non-profit organization "Dairy Union of Bashkortostan" said in an interview with The DairyNews that in his view the availability of raw milk has increased and this is connected primarily with the situation in the sales market.

"There is no demand for milk powder and butter," says Ildar Fayzullin. According to him, in the Republic of Bashkortostan there are 4 large enterprises that produce milk powder, but they do not dry it because it is not profitable for them at today's price for milk 21-22 RUB/kg.

"It is more profitable for enterprises to import milk from Belarus. Therefore, if there is no demand for milk powder and butter, it turns out that the enterprises have no market and they do not need large amounts of milk. All other enterprises also have enough milk to meet their needs fully, including cheese-making enterprises. It is also worth mentioning that the overall demand for milk has decrease, at least there is no hype for milk in Bashkiria. Now the mass calving has started and volumes of farms are decreasing sharply," - commented Ildar Fayzullin. 

According to the expert, one may expect a slight growth of prices in October. 

According to experts of Russian Dairy Research Center, Moscow region in 2016 remained the region with the highest surplus of processing capacity, 674 thousand tons, by 29.9 thousand tons more than in 2015. In Altai and Krasnodar Krai in 2016, on the contrary, there was a decline in the shortage of milk for industrial use. Krasnodar Krai increased milk production in 2016 by 2.3% and reduced the processing volume by 5%.

The processors of milk in the south of Russia, surveyed by The DairyNews, emphasize that plants still lack of raw milk, at the same time there is enough processing capacity at enterprises. 

"There is little raw milk and we don't have enough, we would like more quality and good milk. We, of course, carry out the control of the quality of milk, but it has to start on farms, and the veterinary service has to be engaged in this control ", - expressed her opinion Lyudmila Domakhina, head of laboratory №1 of LLC "Bely medved". 
According to Tatyana Sadovaya, Director of LLC "Firm "Calorie", at this moment a large number of processing enterprises and manufacturers of raw milk having a sufficiently high quality are concentrated in Krasnodar Krai at same time.

"The only thing of concern is the situation with leukemia. There is a tendency of reduction of producers, as many households have started to slaughter cattle. However, there are no actually sick cows - they are slaughtered immediately, but there are positive reacting cows, which can remain like this during a lifetime. It is necessary to combat this problem, because if since the 1st of January milk after heat treatment comes to the processing enterprises, it will be very difficult to make such protein foods as cottage cheese and cheese out of it," said Tatiana Sadovaya. 

In general it can be noted that according to market participants, production volumes of raw milk and dairy products in the Russian market today are affected by several internal factors, including: electronic veterinary certification (EVC), the fight against bovine leukemia, the fight against falsification and price imbalance with imports of dairy products. Experts also note that there is a long way to self-sufficiency with raw milk in the Russian Federation, while the sufficiency with dairy products due to the decline in consumption and purchasing power are approaching targets.
