The failure of the program of state support of agricultural producers threatens the Ministry of agriculture of Bashkiria with paying out a fine of 250 million rubles

This was stated by the Head of the Ministry Ilshat of Fazrahmanov at the parliamentary hearings devoted to questions of regulation of agricultural land circulation. According to him, last year the agricultural producers of the region received 6.3 billion rubles in subsidies from the Federal budget, this year 4.8 billion rubles is going to be provided. Becoming participants of the state program means signing an agreement with the Ministry, under which they undertake the execution of targets (they are set by the officials of the Ministry of agriculture). Last year for the failure to reach these indicators, the Ministry of agriculture paid the government of Russia more than 90 million rubles of fine, said Mr. Fazrahmanov. In his turn, he added, the Ministry charges the refund from agricultural producers. At the moment about 3 thousand of such applications to the court are prepared on the return of Federal subsidies by agricultural enterprises. However, the Minister of agriculture did not exclude the possibility to avoid the fine this year because an objective reason for failure to achieve targets was drought. In addition, he added, the Ministry of agriculture intends to reduce the planned targets for the agricultural producers receiving subsidies in order "not to pay the fine".

This year the circle of participants of the program can be reduced, as the government has tightened its conditions, said Mr. Fazrahmanov. "The recipients of the subsidies should not have debts on taxes and fees. As of February 1, in Bashkiria from 3 thousand farmers who failed to achieve the indicators, only 15% do not have such debts," he added.
