Preparation of proposals for the establishment of this indicator is envisaged by the "road map" approved by the government for the development of competition in the sectors of the Russian economy for 2018-2020.
The Ministry of agriculture and the Ministry of economic development were instructed to make a report to the government on this issue in the second quarter of 2020.

By the fourth quarter of 2020, the Ministry of agriculture was instructed to make proposals to improve the mechanism for issuing government guarantees on deals related to payment for products that are supplied to the CIS countries, including Turkmenistan, Uzbekistan, Tajikistan and Kyrgyzstan.
