Deputy Prime Minister Dmitry Kozak supported the proposal to withdraw processed food products that do not have veterinary risks (we are primarily talking about finished dairy and meat products) from the action of "Mercury", and to extend the labeling system to it. According to media reports, the experiment on the labeling of food products can begin as early as July 1, when the document, which requires the introduction of electronic veterinary certification for all participants in the turnover, will come into force, reminds The DairyNews.
As RBC writes today, Deputy Prime Minister Dmitry Kozak with representatives of food manufacturers discussed the issues of postponing the introduction of the electronic veterinary certification system (EVC) "Mercury", the exclusion of processed food products from the action of this system and its replacement by labeling.
The meeting was confirmed by the Rosselkhoznadzor and Soyuzmoloko. In addition, the participants of the meeting said that the decisions on all issues related to EVC will depend on the staff of the curator of agro-industrial complex in the government Alexey Gordeev.
At the meeting with Deputy Prime Minister Gordeev on May 29, the Ministry of agriculture only proposed to postpone the introduction of fines for violation of EVC requirements. Currently, Deputy Prime Ministers - Kozak and Gordeev - coordinate their positions, says one of the respondents of the RBC.
Earlier, the Ministry of agriculture of Russia believed that most regions are ready for the introduction of obligatory electronic veterinary certification since July 1, 2018. The Ministry of agriculture is sure that EVC will allow to introduce traceability of products, to protect consumers from poor quality and potentially dangerous products, to clear the market from falsified products, closing access to it to dishonest manufacturers.
In early spring the processors of milk appealed to the Ministry of industry and trade and to the operator of the national system of product labeling — the Center for the development of advanced technologies (CDAT) with a proposal to participate in the experiment on labeling, under the condition of the abolition of EVC for finished dairy products, reported the newspaper "Vedomosti" in April. The CDAT together with representatives of the industry is ready to conduct a pilot project on the labeling of finished and packaged dairy products, if such a decision is taken by the government. We will remind, on May 24, 2018 at the St. Petersburg international economic forum, Charlie Cappetti, CEO of Danone Group in Russia and Vice-President of fresh dairy products division in Russia and the CIS, and Mikhail Dubin, Chairman of the Board of Directors of the Center for the development of advanced technologies, signed an agreement on cooperation in the experiment on labeling and traceability of finished dairy products. The unified national system of product labeling is introduced in Russia by the company CDAT within the framework of the state concept of traceability of goods and fight against counterfeit and falsified products on the market. Since July 1, 2018, dairy products are subject to obligatory electronic veterinary certification in another system – “Mercury”, developed by the Rosselkhoznadzor.
The company Danone is sure that the national system of digital labeling and traceability proposed by the Center for the development of advanced technologies is more promising for the dairy industry, so it took the initiative of a pilot project. It will allow to work out the technical solution of labeling dairy products with control and identification marks and to assess its impact on the current operational business processes, as well as to optimize the costs of its implementation for the industry, said in the company.
The food producers, primarily processors of milk and the Rosselkhoznadzor have been arguing about the need to introduce electronic veterinary certification of for a long time. In November last year Danone and PepsiCo warned that because of “Mercury” there may be disruptions in the supply of milk and dairy products can rise in price by about 10%. There are no grounds for this, answered in the Rosselkhoznadzor.
The dairy business is interested in the implementation of the traceability system, but at the moment it faced the technical difficulties in the integration of the EVC system, said the Chairman of Board of Soyuzmoloko Andrey Danilenko to RBC. "We would like to consider the possibility of using the labeling system as an alternative to veterinary certification for finished products," he said.
The representative of the Rosselkhoznadzor Yulia Melano categorically stated that the marking will not solve the issue of traceability of dairy products. According to the Rosselkhoznadzor only 30-50% of the market participants are ready for transition to the EVC. In the Department they do not believe that the food market is in danger of collapse, and do not support the postponement of the introduction of EVC. It should be noted that the Dairy Union of Russia (RSPO) is against the postponing of EVC. Earlier, representatives of a number of dairy enterprises expressed the opinion that the system should be implemented, but there are problems of “Mercury” and the unavailability of a number of legislative acts that can cause stressful situations in the market.
