The government will increase state support for agriculture up to 294 billion rubles

Next year the Russian government will allocate 294 billion rubles for the development of agriculture. This was reported about at the meeting of the State Duma Committee on agrarian issues by its Head Vladimir Kashin.

"While preparing the budget for the next year the government mainly took into account the requirements of the Agrarian Committee of the State Duma", — said the Deputy.

According to Kashin, amendments were made to a number of budget items under the agribusiness section. "This is support for cooperation, as well as peasant farm holdings and subsidiary farms, for the renewal of the technical park", he listed. Most of the money - 38.5 billion rubles - the government will add to the program to support the export potential of agro-industrial complex.  

At the same time, the Agricultural Committee expects that 294 billion rubles is not the final amount, said Kashin. "First, it is excluding 20 billion rubles, which are supposed to be allocated for the recapitalization of the Rossekhozbank. We also intend to defend the amendments on sustainable rural development, where we are talking about large sums. In addition, we will fight for an increase of unrelated support", the Deputy said. In particular, next year the Committee proposes to increase per hectare support for farmers by 11 billion rubles and the volume of subsidies per liter of milk by 8 billion rubles.

The government proposed to establish financing of technical re-equipment of farmers (program 1432) to the second reading at the level of 8 billion rubles. However, Kashin hopes, this volume can be increased to 15 billion rubles. "In addition, there is only a small amount for breeding dairy farming in the budget now, and we insist on its growth to 10 billion rubles. The government also agreed to increase funding for reimbursement of capex in the amendments, but we believe it is insufficient", — added Kashin.  

In the draft Federal budget adopted by the State Duma in the first reading, 241.4 billion rubles were provided for the state program for the development of agriculture — 987.5 million rubles less than was prescribed in the budget for 2018 and 11.8 billion rubles less than in the actual consolidated budget list as of September 1. In the original version, the government offered to send 183.3 billion rubles to finance the subprogram "Development of agroindustrial sectors", including 120.8 billion rubles on support of investment activities, 59.9 billion rubles - on the project "Development of agroindustrial sectors, providing accelerated import substitution of the main types of agricultural products, raw materials and food".

In the original version of the project only 2 billion rubles against 10 billion rubles in 2018 was allocated for technical modernization of agro-industrial sector. However, in October during the meeting in Stavropol region, President Vladimir Putin said that "we need about 8 billion rubles" for the program to upgrade the park of agricultural machinery. In the instructions given at the end of the meeting, it is said that starting since 2019, it is necessary to provide subsidies to agricultural machinery manufacturers "in the amount of at least 8 billion rubles annually for five years".

Financing of export of agricultural products is provided separately from the state program of agro-industrial complex — in the national project "International cooperation and export". According to it, in the first version of the budget only 583 million rubles is allocated directly on the export of agricultural products. However, on October 10 at the exhibition "Golden autumn-2018" the Head of the Ministry of agriculture Dmitry Patrushev reported about the approved parameters of the project: 350 billion rubles will be allocated on the export of agricultural products. Thus, taking into account the financing of export development, state support for agriculture next year will exceed 300 billion rubles, said Deputy Prime Minister Alexey Gordeev. Prime Minister Dmitry Medvedev, in turn, promised that "farmers will not be disappointed with the budget", as the government intends to keep "all the tools, support measures and the amount of funding that are currently available".

The second reading of the draft Federal budget will be held at the plenary session of the State Duma on November 14. As previously stated by Deputy Minister of agriculture Elena Fastova, the priorities of the state program starting next year will be primarily aimed at increasing exports of agricultural products to $45 billion by 2024 and to increase the number of employees in the field of small and medium-sized businesses in the agricultural sector by 126.7 thousand people.
