The growth rate of agriculture of the Russian Federation was adjusted downward
The report of the Academy signed by Professor of the Center for agricultural and food policy of RANEPA Vasily Uzun noted that "the used methods of statistical observation do not always allow to objectively judge the processes taking place in the village. When assessing the pace of development of agriculture one should take into account the adjusted data of Rosstat".
According to Rosstat, agriculture in Russia grew at a significant pace: in 2013 - by 5.8%, in 2014 - by 3.5%, in 2015 – by 2.6%, in 2016 – by 4.8%, in 2017 – by 2.5%. In general, the growth was 20.7% for five years.
The RANEPA report says that the most significant statistical errors were noted in the production of vegetables and melons, fruits and berries and milk. At the same time, the data on grains were not adjusted.
Taking into account the adjustments, according to analysts, milk production in Russia in 2017 was not 31.1 million tons, but a little more than 30 million tons.
The assessment of the value of gross agricultural output as a whole was also reduced from 5654 billion rubles to 5111.8 billion rubles, i.e. by 542 billion rubles.
- The data were not quite accurate not only on households (personal subsidiary plots, garden, cottage, vegetable farms, etc.), but also on agricultural organizations (agricultural enterprises) and peasant (farm) holdings, - said Vasily Uzun.
In the report Vasily Uzun says that if the discrepancy between the data on the households is quite understandable - they do not submit reports, it is more difficult to explain the data on peasant (farm) holdings and agricultural enterprises.
- Some of these farms do not provide reporting materials, and for this reason, the data in the current reporting may be understated, but not overstated. The question arises: why do these errors always lead to overestimation? In Soviet times, the registry has been stimulated by the desire of the heads of farms to report on implementation or the fulfillment of the plan. Their salary, bonuses and the fact of keeping a position depended on it. And what is the nature of the phenomenon of overestimation of data in a market economy? The owners of farms seem to have no interest in this. However, there is still such an interest among managers of higher rank. The regional authorities should report on the implementation of the indicators of the State Program, the size of state support depends on it, - assumes Vasily Uzun.
