The Ministry of Agriculture of the Russian Federation discusses the issue of compensation for the costs of mandatory labeling – Soyuzmoloko
According to him, all manufacturers are concerned about the issue of reimbursement by the state of the costs of purchasing expensive labeling equipment. The speaker said that this measure is being discussed in the Ministry of Agriculture of the Russian Federation and expressed hope that the decision of the department will be positive.
He also spoke about the Decree of the Government of the Russian Federation No. 2100 issued on November 30, which amended the main Decree on labeling rules. The expert named important key points of the document:
‘The first is to clarify the list of labeled products. Now products that fall into both Customs commodity codes and OKPD 2 codes are subject to labeling. At the same time, OKPD 2 codes have been enlarged, but this will not affect the expansion of the list of products. Secondly, the deadline for mandatory withdrawal of products fr om cash registers was postponed. For products with short shelf life, the entry date has been postponed from January 20 to March 31, 2022. There are also questions about the item on cheese and ice cream with short expiration dates, wh ere the date may remain the same, January 20. The Ministry of Industry and Trade is clarifying this issue, and we hope that it will be clarified and resolved in a positive way.
According to the expert, for products with expiration dates up to 40 and after 40 days, it was found that it is withdrawn from circulation for the maximum period - from June 1, 2022. Changes have been made in terms of piece-by-piece traceability, which begins on December 1, 2023. A clarification has been made here; it is about products manufactured after December 1, 2023.
Another important point is that the rules include the weight in the code. This means that information about products with variable weights can be added to the labeling code. Information about the weight will need to be transmitted to the labeling system with reports on the introduction into circulation.
In addition, there is no need to form sets of goods, if the delivery is within the framework of public procurement.
‘The requirements for specifying identification codes in declarations for products manufactured in Kaliningrad and several special economic zones have been removed,’ concluded the representative of Soyuzmoloko.
