The Ministry of agriculture has prepared a set of measures to stabilize the market of milk processing in Russia. This was stated by the first Deputy Head of the Ministry Dzhambulat Khatuov during the meeting, reports The DairyNews.
According to expert assessments, last year there was almost a twofold increase in milk powder stocks, which puts pressure on the purchase prices and often creates their unreasonable reduction.
"The Ministry of agriculture is serious about returning the status of Russian agricultural producers as the main suppliers of raw materials on their territory. Amid the annual growth in milk production, it is necessary to provide a transparent system of interaction of all participants of the dairy market, based on proven balances", said Dzhambulat Khatuov.
The first Deputy Minister reported that the Ministry of agriculture is planning a complex of measures to stabilize the market of milk processing in Russia, including increasing state support measures, preferential crediting of projects to modernize dairy facilities, and the establishment of full exchange of information with the regions.
Total monitoring of the country's dairy market, which the Ministry of agriculture implements on behalf of the Russian Government, implies the creation of a full-fledged milk flow map from the producer to the processor, from the trader to the consumer with a transparent system of control over the import of milk powder, in volumes not exceeding the established regulations.
He also pointed out to the heads of regional agribusiness companies the need to create analytical centers that would accumulate all the information about the flow of milk and dairy products in the region, analyze the situation with traders, check how they can affect the price situation today and in the future.
In addition, Khatuov recommended industrial consumers of milk powder to find an opportunity in the near future to participate in the reduction of milk powder at overstocked warehouses of producers.
Earlier, the excess of imported dairy raw materials, including milk powder in the Russian market was named as one of the reasons for the decrease in the purchase prices for raw milk in the country. The Rosselkhoznadzor planned to ban the supply of dairy raw materials from the Republic of Belarus, however, twice postponed ban did not take place in the end.
