The Ministry of agriculture intends to introduce marking of pets and livestock since January 1, 2021
- The provisions of the current legislation of the Russian Federation do not allow the traceability of goods controlled by the state veterinary service, which makes it impossible to promptly identify the source of animal diseases, including those common to humans and animals, in the event of their outbreaks. Information about marked animals will be contained in the unified database of the Federal state information system in the field of veterinary medicine (hereinafter – FSIS), - said in an explanatory note to the document.
It is assumed that the marking will be carried out by the owners of animals at their own expense independently or through the involvement of other people. By 2025, all animals included in the relevant list should be subject to marking.
As follows from the document published on the website for legal information, pet owners are free to choose the type of marking means provided for by the veterinary rules for the marking and registration of animals, depending on animal species.
- It is proposed to exclude the term "identification" from the law, since this concept means "identification", so, this process is continuous and can be carried out by anyone (identification of an animal with information about it). Marking is the application of visual or mixed (a combination of visual and electronic) means of identification to the body of an animal, fixing on the body of an animal or introducing into the body of an animal, and is the responsibility of animal owners, - the document notes.
The explanatory note also indicates the approximate cost of animal marking tools:

A plastic tag: 14-20 rubles per unit. The cost of tagging services is 50-70 rubles;

A subcutaneous microchip: from 90 to 140 rubles per unit. The cost of the microchip installation service is 50-100 rubles;

A bolus: 150-200 rubles. The cost of the bolus insertion service is 100-150 rubles;

tattooing and branding: the cost of the service is 200-500 rubles;

A ring: 5-10 rubles. The cost of the ringing service is 20-50 rubles;

A collar: 150-250 rubles per unit.
The specified cost of marking services is calculated for third-party recipients of the service, marking of animals on farms will be carried out by employees of these farms.
The document is under public discussion. It is assumed that it will come into force on January 1, 2021. All animals listed in the document must be marked by 2025.
