The decision to control the production of finished dairy products - whether it will be the system "Mercury" of the Rosselkhoznadzor or the system of digital labeling promoted by the Ministry of industry and trade - will be made in the near future at the level of Deputy Prime Minister Alexey Gordeev, believes the Ministry of industry and trade.

The Ministry of industry and trade proposes to introduce digital labeling of finished dairy products; the Ministry of agriculture also says that it is necessary to extend the system "Mercury", which is responsible for the traceability of raw materials.

"This disagreement exists today between our departments, and in the near future the supervising Deputy Prime Minister (Alexey) Gordeev should make a final decision on how the system will work. No matter what decision will be made, we will execute it in any way, but we are fully confident that our labeling system must exist. There will definitely be an experiment", said State Secretary - Deputy Head of the Ministry of industry and trade Viktor Evtukhov to reporters on the sidelines of the Russian investment forum in Sochi.

"The Ministry of agriculture says that the system “Mercury” is needed in production. They need to understand what volume of raw materials is produced; the volume of raw materials entered and how many products are produced of this raw material, so that there are no wrong producers who also supply raw materials for production. But it is still unclear how the system “Mercury” can track all this within the framework of finished products", V. Yevtukhov said.

"Our traceability system allows us to clearly track who produced what, what quality, in what time frame and so on. In addition labeling system simplifies the life of the retail, for example, from the point of view of promotions for discounts on the products that expires", - he said.

Initially, it was planned that the experiment on the labeling of dairy products will begin in September. Danone, “Galaktika” and “Karat” declared their readiness to participate in the pilot project. But the deadline was postponed: first, the Ministry of industry and trade planned to carry out an experiment from December 2018 to December 2019, then the start of the pilot project was postponed until the beginning of 2019.

The experiment on digital labeling of dairy products will take place, said V. Yevtukhov: "Several enterprises have declared themselves, and we will introduce and carry out (an experiment) for all groups of goods. And then we will make a decision. "The labeling system can be integrated with “Mercury” system "without any problems", he added.

One of the objectives of the experiment on the labeling of dairy products is the integration of the information labeling system with the system "Mercury", earlier reported the Ministry of industry and trade. This will ensure full traceability from the "farm to the counter": raw materials before entering the plant will be accompanied by veterinary documents, and the finished products from the manufacturer will be labeled and traced all the way through the movement of goods up to retail sale to the consumer.

Currently in Russia there is being carried out an experiment on labeling of drugs, cigarettes and shoes. It is assumed that since 2024 a single system of labeling of goods will begin to work in Russia, its operator will be the "Center for the development of advanced technologies" (CDAT).

The Rosselkhoznadzor proposed to include finished dairy products in its system of electronic veterinary certification "Mercury". Electronic veterinary certification of animal products, the introduction of which has been promoted by the Rosselkhoznadzor since 2015, began to work on July 1, 2018. But the finished products of processing industries were excluded from “Mercury” -including because of the resistance of the largest milk processors.

At the end of November last year, Deputy Minister of agriculture Oksana Lut said that the Ministry of agriculture plans to introduce finished dairy products into the system “Mercury” since April 2019. "The decision to introduce dairy products into the system “Mercury” was postponed for a year, until July 1, 2019, and accordingly now we together with Sergey Alekseevich (Sergey Dankvert, Head of the Rosselkhoznadzor - INTERFAX), taking into account that the system works normally, we plan that by April we will be able to introduce finished dairy products (into the system “Mercury” - INTERFAX)", she said.
