The Rospotrebnadzor wants to test colleagues abroad

The Rospotrebnadzor considers it necessary to check the work of foreign colleagues, to ensure the safety of goods supplied from other countries. This was stated in the project proposals by the government to the President, prepared by the service. According to experts, the focus of attention of the inspectors should be directed to Russian products, which are several times as many on the shelves.
The Rospotrebnadzor has included the proposal to carry out the audit of the activity of similar services abroad in the report of the government "On improving state control (supervision) for safety of products in circulation in order to reduce the risk of harm to the life and health of consumers." The question was studied in accordance with the instructions of President Vladimir Putin. The Rospotrebnadzor wrote a draft of the government's letter to the President. “Izvestia” has become familiar with the document.
"To ensure the security of safety level of goods subject to sanitary and epidemiological supervision... it is proposed to carry out the appropriate audit of foreign official system of supervision", — the document says.
The letter doesn’t state how exactly this mechanism can operate. The Rospotrebnadzor did not answer the request of "Izvestia".
The draft letter notes that "in case of support of such proposals the Russian government will instruct the Rospotrenadzor ... to develop and submit the drafts of the relevant acts to the Eurasian Economic Commission in a specified manner."
Now the Rospotrebnadzor has powers to allow or ban the importation of goods. According to the regulations of the service on registration the products imported on territory of the Customs Union for the first time companies provide the Agency with test protocols and bring in samples. The audit of regulatory authorities is not foreseen.
The Chairman of the Board of the International Confederation of consumer societies Dmitry Yanin reminded that the practice of the audit of the activity of foreign colleagues is common in the veterinary and phytosanitary control - in Russia the Rosselkhoznadzor is engaged in this matter.
— I would suggest the Rspotrebnadzor to focus their attention on domestic products. First, there are more domestic products on the shelves. Second, penalties for consumer fraud, for example, in the European Union and the United States are incomparably more serious. And our entrepreneurs are not always responsible enough — said Dmitry Yanin.
According to Rosstat, in the second quarter of this year, the share of imported goods on the shelves of Russian stores amounted to 33%, imported food products — 21%.
In the first half of 2017, the Rospotrebnadzor often made claims regarding cigarettes of foreign production (inadequate quality or risk was confirmed in 40.9% of samples), canned meat (rejected 7.3% of the samples) and fish products (5.7%). Out of non-food goods, the inspectors often rejected defective imported radio receivers (30.3%), cameras (7.5%) and knitted products (5%).
Earlier "Izvestia" reported that Russia may begin to destroy any goods, for which it is not possible to determine the country of origin. A draft decree of the President is being agreed upon in the government now. The first and foremost the rule is aimed at combating "sanctional products", which come to the border with false documents or without them.
